Public Comments: Margaret Triplett informed The Town that she is currently working on getting her blighted property cleaned. Juanita Roberts asked what happens after the property owner gets the First blighted property notice. Mayor Alexander replied by saying that The Town will clean the property and charge the owner. Juanita Roberts also asked about Tensas Rosenwald property. Mayor Alexander stated that there are efforts being made to clean the property and it will take positive community/ team effort to get it cleaned. Juanita Roberts stated that Thelma Bradford wants to know who dug up the driveway at the Association Building and she wants it to be fixed. Mayor Alexander stated that he will discuss the issue with the Town employees to get it resolved.
Blighted Properties: Mayor Alexander suggested that each alderman get a list of blighted properties in their district and go to the tax assessor’s office to get the property owner’s address so that the notices can be mailed by the town clerk. All present aldermen agreed with this suggestion.
Mardi Gras Parade and Block Party: Will be held Saturday, February 10th at 5:00 p.m. Lineup begins at 4:00p.m. Immediately following the parade the block party will begin. Plank road will be blocked off at the intersection of Newton St.
Alcohol Permit Renewal: Blues and BBQ Joint: motion was made by Council member Olds and seconded by Council member Watson. Vote with unanimous approval.
Alcohol Permit Renewal: Maria’s Mexican Restaurant: motion was made by Council member Cavin and seconded by Council member Roberts. Vote with unanimous approval.
UTA Access: This item will be further discussed at a later date so that all necessary information, laws and ordinances can be reviewed.
Tax Proposition: A proposed tax increase of .9 mils will be on the ballot on April 27, 2024.
Utility Bill Installment Protocol: An updated version of the payment plan for customers who are behind on their utility bill will be implemented. An ad will be posted in the Tensas Gazette to advise customers as well.
Executive Session: motion was made to go into executive session by Council member Olds and seconded by Council member Watson. Vote with unanimous approval.

Mayor Alexander expressed his gratitude for the turn out for the Mardi Gras parade and stated that it was a success.
Council member Roberts stated that several streetlights are out around the community. Suggested that Entergy be called. She also asked about police patrols in the community. Mayor Alexander stated that he had spoken with Sheriff-Elect Rob Rushing and Deputy Ernest Spillman about having deputies patrol on a schedule. Council member Roberts asked for an update on when will the driveway be repaired at the Association Building. Mayor Alexander stated that it will be done when the weather permits. Ms. Roberts asked if the blighted property letters have been issued. Mayor Alexander stated that none of the Alderman have turned in the information so that letters can be mailed.
Ms. Louise Taylor stated that the ditch behind her home had not been dug in a long time.
Krashondra Winston stated that all the ditches need to be re-dug in town. Mayor Alexander urged residents to clear debris from their ditches and asked that they not use Roundup because it causes erosion, which causes dirt build-up, which can block the flow of water through them.
Dep. Mark Guy requests a culvert. Mayor Alexander stated that he will prioritize the need to look into it.
Mayor Alexander stated that the lift stations are functioning properly. He, along with DOTD, and Police Juror C. Foster will get together with the Drainage Board to be better prepared for the next weather event.
Mayor Alexander contacted DOTD and the Police Jury to request to clear debris from Ash Street and other locations in town. He stated that Mr. Eddie Guice stated that state roads are the Town’s responsibility. He Town will clear clogged ditches. We will be shopping for a hydrovac sewer jetter to better clean them. If we’re not able to clean a request will be made to outsource and get a contract to get it done.
The Park is open and the grand opening will be some time in the spring. It will be fenced in in the future. The Sheriff’s Department is to patrol the area.
Ms. Margaret Triplett asked that the funds generated for the use of the Community House be used to purchase tables and chairs. She also stated that the Community House needs a new refrigerator and that the knobs on the stove are stuck. She suggested that an inventory list be made to keep up with the items in the Community House.

Park Grand Opening Ceremony will be April 6th at 3 p.m. Public commented about placing trash cans at the park. Mayor Alexander stated that he spoke with Aubrey Lamb, Wolf Disposals, about supplying the park with cylindrical metal trash cans.
Drainage Update- Sand bags and ditches: Mayor Alexander stated that he, along with Mr. Clay Foster and Mr. Clarence Evans talked and Mr. Evans, on behalf of the Drainage District Board, sent in a request to the Police Jury to dredge the entire Ash St. canal. Also, a request was made to DOTD to dredge and drain all culverts associated with Plank Rd, Highway 8976, and Twelfth St. The Town will also be targeting cleaning debris out of ditches and culverts for replacement. The Town will be using excavator equipment and working in conjunction with the Police Jury. Special thanks to Mr. Foster for helping to get this done. A request was also made to grade Eighth and Thirteenth St which are gravel roads and the importance of properly grading Woodlawn St. so that it can be packed with rocks so that the holes are filled correctly. The Town will begin the work immediately, weather permitting, from now until the end of summer.
Mayor Alexander stated that he spoke with Mears sand and Gravel from Denham Springs, LA about purchasing 29 tons of sand and sandbags for the town to have them available to residents. Ms. Joyce Ricard asked about access to sandbags for residents with no transportation and also to come up with a list. Mayor Alexander stated that the Town will get the sandbags to those residents and that Ms. Ricard can call Town Hall to help with that list.
Council member Roberts asked will the Community House renovations start in May. Mayor Alexander stated that he spoke with State Representative Katrina Jackson about getting the matching funds required by the Town to be waived and he is waiting for a response from her. Work will probably begin towards the end of the summer.
Council member Roberts asked when will the driveway be repaired at the Association Building. Mayor Alexander stated that the repair can be made Wednesday or Thursday, weather permitted. She also stated that there are streetlights out throughout the town. Council member Roberts was advised that residents can call Entergy to request a ticket so that the lights can be replaced. She also stated that she turned in the blighted property list for her district and also wanted to know when will the letters go out to the property owners. Mayor Alexander said that the letters will go out soon.
Ms. Linda Williams asked if there are any funds available for infrastructure funds. Mayor Alexander stated that the Town already has the means to repair the streets previously mentioned during the meeting.
Ms. Mattie Johnson stated that water cannot properly drain on her street. Mayor Alexander stated that he understands and is aware of the issue and that the matter had been discussed prior to her arrival.

Park Grand Opening and Update- Mayor Alexander stated that the grand opening went well. There was a nice turnout and all who were in attendance were in high spirits, enjoying the Town’s newest attraction. The park will be open from 9:00 a.m. until 7:00 p.m. daily with a possible change in hours of operation during the summer.
Bill Pay Update and Disconnection Update-Mayor Alexander stated that the Town is currently working to phase out cash payments for utility bills. CUSI, the current billing system company, will be implementing cashless options such as auto pay, payment with credit card via the Town’s website, as well as cashier’s check, personal check, or money order. The system will also send payment reminders to customers. This transition will be complete by September 2024.
Drainage Update- Mayor Alexander stated that the Town has begun dredging ditches around town. While dredging, the maintenance workers will be checking culverts and will mark the culverts that need to be replaced. Mr. Rod Webb expressed his concern about a culvert by his dad’s house. Mayor Alexander advised him to get in touch with his district alderman so that the issue can be addressed.
Resolution to Change Municipal Classification-Motion was made by Council member Roberts and seconded by Council member Olds. Roll Call vote as follows: Council member Newman- Nay, Council member Cavin- Yea, Council member Watson-Yea, Council member Roberts- Yea, Council member Olds- Yea. Resolution passes.
Mayor Alexander stated that only 831 residents were accounted for during the 2020 census. With this in mind, and to stay in compliance with the State of Louisiana, Mayor Alexander noted two options. Option one would be to have another census taken. Doing this would cost the Town at minimum, $25,000.00. Option two would be to change the classification of the Town to a village. This would also reduce the number of aldermen to three and the municipality will be considered ‘At Large’. Mr. Mark Guy asked how will the change affect funding and store closings in light of the recent changes and store closure in Newellton. Mayor Alexander stated that the reclassification should not affect our funding or any of the businesses here. The Police Jury will still operate at normal capacity. Mr. Rod Webb stated that seven years later, when people see the effects, will participate in the next census to change the classification back to a town. Mrs. Leslie Durham stated that the town will be in legal trouble if no legal action is taken and may have to pay money back to the state.
Mayor Alexander stated that two aldermen have turned in their blighted property list. Council member Roberts asked if there could be a deadline set for the aldermen to turn their lists in. Mayor Alexander stated that the alderman should have their lists turned in by the end of this month.
Leslie Durham stated that she is considering adding another road to her house for added access. She wants to know if she has to purchase the culvert and pay for it to be installed or does the Town install it. Mayor Alexander stated that she has to purchase the culvert and the Town will install it.
Mayor Alexander stated that he will be meeting with Mr. Bill Boles from Baton Rouge to discuss the milage increase. This item will be brought up for either a special election or added to the ballot for the general election. It will be applied to next year’s tax roll, if it passes.
Council member Newman asked if the time of the monthly meeting has been legally changed. Mayor Alexander stated that the issue will be voted on at the next Town Hall meeting.

Parish Superintendent Report:
Todd Merriett updated the Jurors on ditch work completed and reported that road inspections with the Parish Engineer has been scheduled.
OEP Director Report:
Kiley Sanders reported no damage from the storm on March 25, 2024 and the Rave Panic Button has been adopted by Parish Schools and Rad equipment recalibration is completed and exchanged.

WHEREAS, the Community Development Block Grant Program has operated since 1974 to provide local governments with the resources required to primarily meet the needs of low and moderate income person; and
WHEREAS, the Community Development Block Grant Program is among the few remaining federal programs available to address the needs of low and moderate income persons and small cities; and
WHEREAS, the Community Development Block Grant Program has provided the state of Louisiana with important and flexible assistance to meet the needs of low and moderate income residents of small cities by funding sewer, water, and street improvement projects, economic development projects, and other public improvement projects; and
WHEREAS, Congress and the nation acknowledge the critical value of the Community Development Block Grant Program and the significant projects that rely on its funds for support; and

WHEREAS, the 51st Anniversary of the National Fair Housing Law, Title VIII of the Civil Rights Act of 1968, during the month of April, is an occasion for all Americans- individually and collectively – to rededicate themselves to the principle of freedom from housing discrimination whenever it exists; and
WHEREAS, this law guarantees for each citizen the critical, personal element of freely choosing a home; and
WHEREAS, a fair housing law has been passed by the state of Louisiana, and implementation of the law requires the positive commitment, involvement, and support of each of our citizens; and
WHEREAS, the department and agencies of the state of Louisiana are to provide leadership in the effort to make fair housing not just an idea, but an ideal for all of our citizens; and

Waterproof Water System Failed to Perform Activities Required to Address Coliform Bacteria Contamination of the Water System
During recent routine monitoring, our water system tested positive for total coliforms.
Coliforms are bacteria that are naturally present in the environment and are used as an indicator that other, potentially harmful, waterborne pathogens may be present or that a potential pathway exists through which contamination may enter the drinking water distribution system. We found coliforms indicating the need to look for potential problems in water treatment or distribution.
When this occurs, we are required to conduct assessments to identify problems and to correct any problems that are found. We failed to correct all identified sanitary defects that were found during the assessments) by 9/12/2017.
As our customers, you have a right to know what happened and what we are doing to correct this situation.
What should I do?
• You do not need to boil your water or take other corrective actions. However, if you
have specific health concerns, consult your doctor.
• If you have a severely compromised immune system, are pregnant, or are elderly, you may be at increased risk and should seek advice from your healthcare provider about drinking this water. You should also seek advice from your healthcare provider about using the water if you have an infant. General guidelines on ways to lessen the risk of infection by bacteria and other disease-causing organisms are available from
EPA’S Safe Drinking Water Hotline at 1-800-426-4791.
What does this mean?
• Since total coliform bacteria are generally not harmful themselves, this is not an emergency. If it had been you would have been notified within 24 hours.
• Failure to identify and correct the defects has the potential to cause continued distribution system contamination. Inadequately treated or inadequately protected water may contain disease-causing organisms. These organisms can cause symptoms such as diarrhea, nausea, cramps, and associated headaches.
