If you would like to become a member of the Council on Aging, please stop by the office located at 142 12th Street, St. Joseph, LA. and complete a membership application, or you may contact our office and one will be mailed to you.
A completed application must be on file at the Council on Aging office by May 22, 2024 in order for a member to participate in the Annual Meeting which is on Thursday, June 20, 2023 at 3:30 p.m.
The public is cordially invited.
You must be a parish resident to join and be interested in assisting senior citizens of Tensas Parish. It is also time to offer any suggestions for the improvement of your council.

Notice is hereby given in accordance with Section 19.1 of Title 42 of the Louisiana Revised Statutes of 1950, as amended, that the Board of Alderman, acting as the governing authority, of the Town of St. Joseph, State of Louisiana (the “Town”) at its regularly scheduled meeting on June 10, 2024, at its regular meeting place, City Hall, 125 Plank Road, St. Joseph, Louisiana, at 4:00 p.m., will discuss and consider adopting a resolution ordering and calling an election on December 7, 2024 to authorize the levy and collection of an ad valorem tax on all property subject to taxation within the Town for any lawful municipal purpose and upon approval by the qualified voters therein, and if passed, for such taxes to be levied thereafter.

Presidents Report:
Bubba Rushing reported he had talked to Senator Jackson-Andrews about the match for the Recreation Grant through Capital Outlay – seeking help with the match from the Federal Government.
Secretary/Treasurer Report:
Pauline Doyle reported that the elevator company will be at the Library on Wednesday, May 15-18 to make the final repairs to the elevator. Love Louisiana Outdoor Grant is moving along slowly.
Parish Superintendent Report:
Todd Merriett reported the maintenance unit had cleared fallen trees and debris from seven roads affected by the recent storm, Library culvert installation is underway, Library construction debris cleanup is underway, Airport lighting equipment is to ship May 29, 2024, Louisiana Avenue culvert replacement in Waterproof is completed, Culvert replacements, beaver dam cleanout and road grading is underway throughout the parish, Ash Street and 12th Street ditch cleanout is being continued, and all equipment is scheduled for preventive maintenance.
OEP Director Report:
Kiley Sanders reported the Grand Gulf monthly status meeting was held in the Tensas EOC on Thursday May 9, 2024 with DEQ and Grand Gulf personnel. Multiple areas throughout the parish have downed trees, roof damage and ongoing power outages from the recent storm on May 13, 2024.
Upon a motion by Terrence South, duly seconded by Bill Crigler, it was unanimously agreed to approve the absence of Bubba Rushing from the regular meeting held on April 23, 2024. Ayes have it. Motion carried.
Upon a motion by Robert Clark, duly seconded by Bill Crigler, it was unanimously agreed to approve the material list for the Tensas Maintenance Unit. Ayes have it. Motion carried.
Upon a motion by Alex Watson, duly seconded by Clay Foster, it was unanimously agreed to table approving the maintenance agreement with Cummins Sales and Service for the Parish generators to confirm the specifics of the agreement. Ayes have it. Motion carried.
Upon a motion by Bill Crigler, duly seconded by Terrence South, it was unanimously agreed to approve KSA Engineers to provide the engineering services for the Tensas Parish Airport. Ayes have it. Motion carried.
Upon a motion by Terrence South, duly seconded by Robert Clark, it was unanimously agreed to table Item 20- the approval of the Proposal from Rebel Services, LLC replacing the credit card machine at the Tensas Airport. Ayes have it. Motion carried.
Upon a motion by Terrence South, duly seconded by Robert Clark, it was unanimously agreed to approve a Resolution for the DOTD FY23 Safe Streets and Roads for all. Ayes have it. Motion carried.
RESOLUTION
A resolution supporting the submission of a grant application by the Delta Agriculture Research and Sustainability District for to the United States Department of Transportation for the USDOT FY23 Safe Streets and Roads for All Funding program to conduct a regional safety plan and to authorize the Louisiana Department of Transportation and Development to provide any parish specific data necessary for the successful submission of the application.
NOW, THEREFORE, BE IT RESOLVED, THAT WE, THE MEMBERS OF THE TENSAS PARISH POLICE JURY, do hereby approve the foregoing resolution having been submitted to a vote, the vote thereon was as follows:

A resolution supporting the submission of a grant application by the Delta Bike Trail Commission to the Louisiana Department of Culture, Recreation and Tourism, Office of State Parks, Division of Outdoor Recreation for the 2024 FHWA Recreational Trails Program for Louisiana program to construct a connector trail and/or trailhead within the Parish to provide improved access to the Delta Bike Trail currently being studied by DOTD and to authorize the administration to provide any data to the Delta Bike Trail Commission necessary for the successful submission of the application.

Public Notice
Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on May 29, 2024, Entergy Louisiana, LLC (“ELL”), a public utility providing retail electric and gas service throughout the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”) its Application for Approval of Natural Gas Cost Stabilization Program.
The filing outlines the features of ELL’s proposed long term natural gas hedging program (“Stabilization Program”) including proposed cost recovery treatment. The Application proposes that the Commission authorize ELL to stabilize a portion of its natural gas exposure utilizing no-margin swaps having a term of five years and procuring such instruments over a five-year period to reach a target volume of stabilized gas purchases. ELL proposes to continue to reflect the net benefits of the Stabilization Program through the existing Fuel Stabilization Pilot Program Rider (“Rider FSPP”) which it proposed to rename as Rider FSP in recognition of the fact that the pilot phase of the program has concluded.
