Sealed bids for the following items will be received by the Tensas Parish Police Jury, 212 Hancock Street, St. Joseph, Louisiana, until 10:00 AM local time Tuesday, January 14, 2025 in the Police Jury Meeting Room at the Police Jury Building, St. Joseph, LA 71366, at which time and place they will be publicly opened and read.

All bids are for the approximate period of one year which ends January 31, 2023. Specifications and bid forms are on file at the Police Jury office. All bids must state on the outside of a sealed envelope the following: 1. The name and address of bidder; 2. The items that are bid; 3. The date of bid opening; 4. Address to the Tensas Parish Police Jury. All bids are to be submitted on the forms provided, properly filled out and signed by a principle of the firm bidding. If bid is mailed, the sealed envelope containing the above information should be placed in a mailing envelope addressed to the Tensas Parish Police Jury.
ALL ROCK & STONE BIDDERS MUST BE ABLE TO GUARANTEE FIVE (5) TO EIGHTEEN (18) YARD TRUCKS WITHIN 48 HOURS OF NOTICE, PLUS FURNISH SCALE TICKET AT DELIVERY.
1. Vendor obligates itself to provide the subject materials, equipment, or supplies at the termination date of the contract for all purchases of the subject materials, equipment, or supplies by the Parish that are made in connection with a project or projects arising from a State or Federally declared disaster, when the Parish makes a grant application or applications related thereto within the term of the contract and such project or project extend beyond the termination date of the contract. “Unit price” shall mean the stated unit price or the effective unit price, if the contract provides for a defined number of units at a limp sum price, determined by dividing the lump sum price by the number of units.
2. The contract awarded under this bid solicitation shall not apply to purchases of the subject materials, equipment, or supplies by the Parish after the inception date of the contract, when such purchases are made in connection with a project or projects arising from a State or Federally declared disaster for which the incident period and grant application deadline are prior to the termination date of a previously awarded contract for such materials, equipment, or supplies.
Tensas Parish Police Jury reserves the right to waive all informalities and to reject any or all bids or any part thereof.

The Village of Saint Joseph Mayor and Board of Aldermen convened in a public meeting, December 27, 2024, at 10:30 a.m. at St. Joseph Community House on Levee Street.
Meeting Called to order by Mayor Matthew C. Alexander.
Alderwoman Mayor Pro Temp Watson gave the invocation.
Roll Call: Present- Alderwoman Pro Temp Lapeteria Watson, Alderman Daniel Cavin, Alderman Jerry Newman and Alderman Carl Olds.

Ordinance 2024-1-1218
AN ORDINANCE ADJUSTING GAS RATES FOR THE VILLAGE OF ST. JOSEPH, LOUISIANA
Whereas, Operating & Maintenance expenses has reached a level that present rate structure does not ensure VILLAGE OF ST. JOSEPH, LA adequate revenue to continue maintaining gas system in a safe and reliable manner as in the past;
Whereas, present rate structure does not address effect on net revenue of weather patterns and large unbudgeted expense items;
Whereas, present rate structure does not adequately provide revenue to offset increasing expenses associated with regulatory compliance;
Whereas, VILLAGE OF ST. JOSEPH, LA wishes to use best efforts to continue to provide its customers with a safe, reliable gas system while also providing them with services at a competitive price;
Now, therefore, The VILLAGE OF ST. JOSEPH, LA hereby adopts the ordinance effective December 27.2024 for its gas system with the rate structure beginning in the January billing cycle;
SECTION 1: GAS RATES & FEES
Residential GS1
Monthly Availability Charge= $12.00 (No gas Included) * Annual CPI + RSF
Usage = All usage will be charged in increments of Hundred Cubic Feet (Ccf), using the following formula:

Then – Add ($1.00 per Ccf * Annual CPI)
Commercial GSG
Monthly Availability Charge= $15.00 (No gas Included) * Annual CPI+ RSF
Usage = All usage will be charged in increments of Hundred Cubic Feet (Ccf), using the following formula:

Then – Add ($0.95 per Ccf * Annual CPI).
Commercial GSS
Monthly Availability Charge= $25.00 (No gas Included) * Annual CPI + RSF
Usage = All usage will be charged in increments of Hundred Cubic Feet (Ccf), using the following formula:

Then- Add ($0.90 per Ccf *Annual CPI) .
SECTION II: CONSUMER PRICE INDEX (CPI)
Annually as soon as available after Jan 1st each year, the Gas system Availability charge & per unit margin for all non-negotiated rate customers will be adjusted by using the most recent CPI as published by the Bureau of Labor Statistics Table 1. Consumer Price Index for All Urban Consumers (CPI-U).
SECTION IV: REVENUE STABILIZATION FACTOR CALCULATION
The Mayor and Council shall approve a budget for the gas system annually with an amount of Revenue in Excess of expenses which is sufficient to ensure the gas system is safe and reliable. This Revenue Stabilization Factor will be calculated monthly to ensure that the targeted net revenue is met.
SECTION III: EFFECTIVE DATE:
This resolution shall be in effect on December 27, 2024, after its final passage approval, and publication
as provided by law.

Ordinance No. 2024-2-1218
An Ordinance Establishing Water Rates for the Village of St. Joseph, Louisiana
WHEREAS, the Village of St. Joseph seeks to provide equitable and sustainable water services to its residents;
WHEREAS, it is necessary to establish water rates that reflect the costs of providing water services while ensuring afford ability for residents;
NOW, THEREFORE, BE IT ORDAINED by the Village Council of St. Joseph, Louisiana, as follows:
Section 1: Establishment of Water Rates
The flat rate for water service shall be set at $44.50 per month for all residential and commercial customers.
An overage rate of $7.25 per 1,000 gallons shall be applied to water consumption exceeding the monthly flat rate allowance.
Section 2: Annual Rate Increase
The water rates established in Section 1 shall be subject to an annual increase of 3%. This increase shall take effect on the first day of January each year for a period of ten (10) years, beginning during the January billing cycle of 2025.
Section 3: Implementation
The Water Department is hereby directed to implement these rates and ensure that all residents and commercial customers are informed of the changes.
Section 4: Severability
If any provision of this ordinance is held to be invalid or unenforceable, the remaining provisions shall continue in full force and effect.
Section 5: Effective Date December 27, 2024
This ordinance shall become effective immediately upon its adoption.

Ordinance No. 2024-3-1218
AN ORDINANCE TO ESTABLISH SEWER RATES FOR THE VILLAGE OF ST. JOSEPH, LOUISIANA
WHEREAS, the Village of St. Joseph, Louisiana, recognizes the need to establish fair and equitable sewer rates to ensure the sustainability and maintenance of its sewer system;
WHEREAS, the Village has conducted a review of current operational costs and future financial needs related to the sewer system;
NOW, THEREFORE, BE IT ORDAINED by the Board of Aldermen of the Village of St. Joseph, Louisiana, as follows:
Flat Rate: The monthly sewer service charge shall be set at a flat rate of Sixteen Dollars ($16.00) for all residential and commercial customers.
Overage Rate: An overage rate of Five Dollars ($5.00) shall be applied for each additional unit of service exceeding the established flat rate.
Annual Increase: Effective January billing cycle of each sub- sequent year, the rates outlined in Sections 1 and 2 shall be subject to a three percent (3%) increase. This increase shall be applied annually for a period of ten (10) years.
Implementation: The new rates shall take effect on December 27, 2024. The increases shall be calculated and implemented on January billing cycle thereafter for the duration of this ordinance.
Severability: If any provision of this ordinance is found to be invalid or unenforceable, the remaining provisions shall continue in full force and effect.
Repeal of Conflicting
Ordinances: All ordinances or parts of ordinances in conflict with this ordinance are hereby repealed.

WHEREAS, the Village of St. Joseph recognizes the importance of fair compensation for its employees, particularly for the position of Town Clerk, which is essential for the effective governance and administration of the Village;
NOW, THEREFORE, be it ordained by the Board of Aldermen of the Village of St. Joseph, Louisiana, as follows:

The hourly salary for the position of Town Clerk shall be set at $19.
This salary shall be paid in accordance with the Village’s standard payroll schedule.
