The following resolution was offered by Mayor Pro Tem Watson and seconded by Alderman Newman:
RESOLUTION NO. 2025-01-1
A RESOLUTION PROVIDING FOR CANVASSING THE RETURNS AND DECLARING THE RESULTS OF THE ELECTION HELD IN VILLAGE OF ST. JOSEPH, STATE OF LOUISIANA, ON SATURDAY, DECEMBER 7, 2024 AND TO PROMULGATE THE RESULTS THEREOF.
BE IT RESOLVED by the Mayor and Board of Aldermen, acting as of governing authority (the “Governing Authority”), of the’ Village of St. Joseph, State of Louisiana (the “Village”) that:
SECTION 1. Canvass. This Governing Authority does now proceed in open and public session to examine the official tabulations of votes cast at the election held by the Village on Saturday, December 7, 2024 (the “Election”) and said Governing Authority does further proceed to examine and canvass the returns and declare the results of the Election.
SECTION 2. Proces Verbal. A Proces Verbal of the canvass of the returns of the Election shall be made and a certified copy thereof shall be forwarded to the Secretary of State, Baton Rouge, Louisiana, who shall record the same in his office; another certified copy thereof shall be forwarded to the Clerk of Court and Ex-Officio Recorder ofMortgages in and for the Parish of Tensas, State of Louisiana (the “Parish”) who shall record the same in the Mortgage Records of the Parish; and another copy thereof shall be retained in the archives of this Governing Authority.
SECTION 3. Promulgation of Election Results. The results of the Election shall be promulgated by publication in the manner provided by law.
SECTION 4. Election Cost. The estimated cost of the Election as determined by the Louisiana Secretary of State was $600.
This resolution having been submitted to a vote, the vote thereon was as follows:

BE IT KNOWN AND REMEMBERED that on January 23, 2025 at Six O’clock (6:00) p.m., at its regular meeting place, St. Joseph Community House, 501 Levee Road, St. Joseph, Louisiana, the ‘Mayor and Board of Aldermen, acting as the governing authority (the “Governing Authority”) of the Village of St. Joseph, State ofLouisiana (the “Village”) and being the authority ordering the election held therein on Saturday December 7, 2024 (the “Election”), did, in, open and public session, examine the official certified tabulations of votes cast at the Election, and did examine and canvass the returns of the Election, there having been submitted at the Election the following proposition, to wit:

The polling places above specified being the only polling places designated at which to hold the Election, it was therefore shown that there was a total of 49 votes cast IN FAVOR OF the Proposition and a total of 42 votes cast AGAINST the Proposition as hereinabove set forth. THE PROPOSITION DULY PASSED.
Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that Proposition as hereinabove set forth DULY PASSED by a majority of the votes cast by the qualified electors voting at the Election held in the Vi llage on Saturday, December 7, 2024.

The Village of Saint Joseph Mayor and Board of Aldermen convened in a public meeting, January 23, 2025, at 6:00p.m. at St. Joseph Community House on Levee Street.
Meeting Called to order by Mayor Carl Olds Jr.
Mark Guy gave the invocation.
Roll Call: Present- Alderwoman Pro Temp Lapeteria Watson, Alderman Jerry Newman, Alderwoman Tavi Turner.
Others present: Heather Richard-Municipal Clerk, Sheriff Rob Rushing, Earnest Spillman, Mark Guy, Evelyn Guy, Linda Williams
Motioned by Mayor Pro Tern Watson, Seconded by Newman to approve agenda. All in favor, motion passes.
Motioned by Mayor Pro Tern Watson, Seconded by Newman to approve the minutes of the December 27, 2024 town hall special meeting. All were in favor, motion carried.
Public Comments: Mark Guy inquired about gas rate, water rates and property tax increases. Discussion ensued. Sheriff Rushing asks if there are any concerns regardingpatrol of town. No concerns addressed. Discussion ensued.

3. Motioned by Alderman Newman, seconded by Alderwoman Ford to introduce Ordinance No. 2025-1-0217 to levy Ad Valorum Tax.
4. Appointment of Mayor Pro Tempore. Alderman Newman nominates LaPeteria Watson for Mayor Pro Tem. All in favor. Mayor appoints Alderman Lapeteria Watson as Mayor Pro Tem.
5. Appointment of Town Clerk. All in favor of Heather Richard remaining Town Clerk. Mayor appoints Heather Richard as Town Clerk.
6. Reassignment of Bank Account Signature Cards. All in favor of a resolution to remove past administration as signers from all Bank Accounts at Cross Keys Bank, Concordia Bank and Trust. All in favor of adding Mayor Carl Olds, Jr and Mayor Pro Tern as signers for all bank accounts at Cross Keys Bank and Concordia Bank and Trust.
7. Motion made by Alderman Newman, seconded by Mayor Pro Tem Watson to go into executive session. Motion made by Alderman Newman, seconded by Mayor Pro Tem Watson to leave executive session.
8. Motion made by Alderman Newman, seconded by Mayor Pro Tem Watson to adjourn. All in favor. Meeting adjourned.

AN ORDINANCE TO AUTHORIZE THE LEVY AND COLLECTION OF A SPECIAL TAX OF 9.48 MILLS (THE “TAX”) ON THE DOLLAR OF ASSESSED VALUATION OF ALL THE PROPERTY SITUATED WITHIN THE LIMITS OF THE VILLAGE OF ST. JOSEPH, STATE OF LOUISIANA (THE “TOWN”) FOR A PERIOD OF TEN (10) YEARS, BEGINNING WITH THE YEAR 2025 AND ENDING WITH THE YEAR 2034, SUCH TAX HAVING BEEN AUTHORIZED TO BE IMPOSED, LEVIED AND COLLECTED AT AN ELECTION HELD IN THE VILLAGE ON DECEMBER 7, 2024.
WHEREAS, under the provisions of Article VI, Section 27 of the Constitution of the State of Louisiana of 1974 and other constitutional and statutory authority supplemental thereto, and an election held on December 7, 2024 (the “Election”), the Village of St. Joseph, State of Louisiana (the “Village”), acting through its the Mayor and Board of Aldermen, acting as the governing authority (the “Governing Authority”) of the Village, do now desire to levy and collect 9.48 mills on the dollar on all property subject to taxation in the Village (the “Tax”), pursuant to the following proposition (the “Proposition”) which was approved at the Election:
VILLAGE OF ST. JOSEPH,
STATE OF LOUISIANA
Shall the Village of St. Joseph, State of Louisiana (the “Village”), be authorized to levy and collect a special tax of nine and forty-eight hundredths (9.48) mills on all the property subject to taxation in the Village (an estimated $39,540 reasonably expected at this time to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2025 and ending with the year 2034, for any lawful municipal purposes?
WHEREAS, in compliance with the aforesaid constitution and statutory authority and said Election, it is the desire of this Governing Authority to provide for the imposition, levy and collection of the Tax for a period of ten (10) years, beginning with the year 2025 and ending with the year 2034 for any lawful purpose;
WHEREAS, the results of the Election, in which a majority of the voters of the Village voted to approve the Tax, have been canvassed and will be promulgated by publication in the manner provided by law.
NOW THEREFORE, BE IT ORDAINED, by this Governing Authority of the Village that:
SECTION 1. Pursuant to Article VI, Section 27 of the Constitution of the State of Louisiana of 1974, and other constitution and statutory authority and the Election, the Tax is hereby levied at the rate, for the purposes and for the duration as stated in the Proposition.
SECTION 2. The Tax shall be levied, assessed, imposed, collected, paid and enforced according to law.
SECTION 3. The obligations and rights of taxpayers in connection with the Tax levied hereby shall be as provided to taxpayers by the provisions of law applicable to property taxes levied by political subdivisions.
SECTION 4. If any or more of the provisions of this Ordinance shall for any reason be held to be illegal or invalid, such illegality or invalidity shall not affect any other provision of this Ordinance, but this Ordinance shall be construed and enforced as if such illegal or invalid provisions had not been contained herein. Any constitutional or statutory provision enacted after the date of this Ordinance which validates or makes legal any provision of this Ordinance which would not otherwise be valid or legal, shall be deemed to apply to this Ordinance.
SECTION 5. This Ordinance shall be published in one issue of the official journal of this Governing Authority as soon as is reasonably possible. A certified copy of this Ordinance shall be recorded in the mortgage records of the Parish of Tensas, State of Louisiana.
SECTION 6. This Ordinance shall be in full force and effect immediately upon its adoption and approval, being an Ordinance affecting the public peace, health and safety.
This Ordinance having been submitted to a vote, the vote thereon was as follows:

Resolution No. 2025-01-2
A RESOLUTION OF THE VILLAGE OF ST. JOSEPH AUTHORIZING THE REMOVAL OF PAST ADMINISTRATION FROM ALL BANK ACCOUNTS AND ADDITION OF NEW ADMINISTRATION SIGNERS AT CROSS KEYS BANK AND CONCORDIA BANK AND TRUST
WHEREAS, the Village of St. Joseph recognizes the need to update its banking signatories due to the transition to a new administration;
WHEREAS, it is in the best interest of the Village to ensure that all financial transactions are handled by the current administration;
NOW, THEREFORE, BE IT RESOLVED by the Village Council of St. Joseph, Louisiana, as follows:
1. Removal of Past Administration: The Village of St. Joseph hereby authorizes the removal of all past administration officials from all bank accounts held at Cross Keys Bank and Concordia Bank and Trust.
2. Addition of New Signers: The Village of St. Joseph hereby designates the following individuals as signers for all bank accounts at Cross Keys Bank and Concordia Bank and Trust:
• Mayor Carl Olds, Jr.
• Mayor Pro Term Lapeteria Watson
3. Authorization to Act: The designated signers are authorized to perform all necessary banking transactions on behalf of the Village of St. Joseph, including but not limited to deposits, withdrawals, and signing checks.
4. Effective Date: This resolution shall take effect immediately upon its adoption.

Village of Newellton
Gas System Public Awareness Notice
Please read the following gas system safety information. It is provided to promote public awareness and damage prevention awareness.
The Village of Newellton owns and operates a natural gas distribution system. The gas system consists of an underground network of pipelines throughout the Village and in areas adjacent to the Village limits. The purpose of the gas system is to provide a reliable and safe economical source of energy for heating purposes to the homes and businesses adjacent to the underground gas pipelines. The pipeline system has the capacity to reliably deliver natural gas to the customers.
The hazards of natural gas are that it is: odorless, colorless, tasteless, lighter than air and can ignite and/or explode wit~ tremendous force when mixed with the right amount of air.
Prevention measures taken include:
• Adding odorant to the gas to give it that distinctive smell, similar to rotten eggs, to warn us of its presence
• Testing the odorant level each calendar quarter
• Performing annual gas leakage surveys
• Conducting periodic pipeline patrols
The following are signs that may indicate a gas leak:
• A hissing or roaring sound (caused by escaping gas)
• A patch of dead or discolored vegetation in an otherwise green setting along a pipeline route
• Blowing dirt, grass or leaves near a pipeline
• Continuous bubbling in wet, flooded areas
• A “gas smell,” similar to rotten eggs
Safety Procedure:
Anyone who may smell this odor or notice any unusual conditions on or near gas mains, vents, service lines, meter sets, or especially inside of a building should call the Village immediately. If you smell a strong gas odor inside a building, notify everyone in the building to leave. Do not operate any switches or use the phone. Go a safe distance away upwind of the gas smell and call the Village of Newellton. With any gas leak protect life first then property, then notify the Village of Newellton.
Excavator Procedure:
Pipeline markers are maintained to inform the public of the gas line location. State and federal laws require excavators to notify LA One-Call two (2) full working days before digging. If any excavation is planned, you must notify LA One-Call which will notify the Village to locate the gas lines. The Village of Newellton maintains membership in the LA One-Call program.
