REGULAR MEETING
FEBRUARY 19, 2025
CALL TO ORDER: The Board of Alderman met in a regular session, on February 19, 2025 at 5:30 p.m. in the Newellton Conference room. Those present were Deborah Parson, Richard Harris, Marvin Brady, Mayor Frankie Robinson, and Patricia Washington. Also Present was Chief Desmond Ford, Aletha Carter, Jackie Ford, Odessa Chase, Jeffery Ford, Dorothy Bingham, Terrance South, Pauline Doyle, Jainee Frazier, Raymond Guin, Michael Kelly, Leandrew Banks, Jr, and Margo Allen.
PRAYER: There being a quorum present Marvin Brady opened the meeting with a prayer.
MINUTES: On a motion by Richard Harris seconded by Marvin Brady and unanimously carried the minutes were approved as appeared in the Tensas Gazette.
BILLS: On a motion by Deborah Parson seconded by Marvin Brady and unanimously carried the bills were approved for payment as funds become available.
PUBLIC COMMENTS: Pauline Doyle spoke with the mayor and board members about repairs to the road needed on Melton St, and expressed her concerns about speeding vehicles on Hwy 605.
JEFFREY FORD: Mr. Ford spoke with the board members in regards to a concern of water being released on the ground from his camper trailer at his current resident. He wanted to make sure that the water being released on the ground wasn’t a problem and stated that it was from him cleaning the inside of the camper trailer out only.
ALETHA CARTER: Mrs. Carter spoke to the mayor and board members on behalf of Carrie Smith request to hold a Community Love Parade. The Parade will be held on April 26, 2025 @3pm. On amotion by Richard Harris seconded by Marvin Brady and unanimously carried permission for the parade was approved.
JAINEE FRAZIER: Jainee spoke with the mayor and board members on behalf of the Newellton Easter Committee requesting to have a Easter Parade on April 19, 2025 @2pm, and a Easter Egg Hunt on April 18, 2025 at the Newellton Park. On a motion by Marvin Brady seconded by Richard Harris and unanimously carried permission for the parade was approved. It is requested that the Eater Parade remain a celebration of the Resurrection of Jesus Christ as it was originally intended. Theme: He is Risen. The Easter Festival Committee will have to get permission from the Tensas Baptist Association in order to have an Easter Egg Hunt @ the Newellton Playground on Alabama St.
SOUTHERN SOUL FAMILY RESTAURANT ALCOHOL RENEWAL (BEER & LIQUOR): Southern Soul Family Restaurant submitted a application for beer and liquor renewal to the village. On amotion by Marvin Brady seconded by Richard Harris and unanimously carried the renewals for Southern Soul Family Restaurant where approved.
EXECUTIVE SESSION: On a motion by Richard Harris seconded by Marvin Brady and unanimously carried the board went out of regular session into executive session. On a motion by Deborah Parson seconded by Richard Harris and unanimously carried the board went out of executive session back into regular session. Action taken was on a motion by Marvin Brady seconded by Richard Harris and unanimously carried Joe Percy and Tommy Dunmore both were hired back as part-time workers with a starting pay of $10 hourly. The board members also agreed to take sealed bids on the old garbage truck that is at the plant. The Village will take sealed bids with a starting requested bid of $40,000. An ad will be run in the Tensas Gazette with more information.

INVITATION FOR BID
SEALED BIDS for construction at the Tensas Parish Airport consisting of Runway Rehabilitation, State Project No. H.016182 will be received by the Tensas Parish Police Jury (Attn: Pauline Doyle), 212 Hancock Street, St. Joseph, Louisiana 71366, until 2:00 p.m. CST on Tuesday, April 22, 2025. Bidders must be licensed in the following category: Highway, Street and Bridge Construction (or applicable sub classification). RESOLUTION
A resolution authorizing the Parish President to execute an Agreement with the Louisiana Department of Transportation and Development (LA DOTD) for improvements at the Tensas Parish Airport.
WHEREAS, Act 451 of the 1989 Regular Session of the Louisiana Legislature authorized the financing of certain airport improvements from funds appropriated from the Transportation Trust Fund; and
WHEREAS, the Tensas Parish Police Jury has requested funding assistance from the LA DOTD to/for Runway Rehabilitation; and
WHEREAS, the stated project has been approved by the Louisiana Legislature and the LA DOTD is agreeable to the implementation of this project and desires to cooperate with the Tensas Parish Police Jury according to the terms and conditions identified in the attached Agreement; and
WHEREAS, the LA DOTD will provide the necessary funding for the Runway Rehabilitation and reimburse the sponsor up to $500,000.00 of project cost.
NOW THEREFORE, BE IT RESOLVED by the Tensas Parish Police Jury that it does hereby authorize the Parish President to execute an Agreement for the project identified as SPN H.016182, more fully identified in the Agreement attached hereto, and to execute any subsequent related documents, including, but not limited to, amendments to said agreement.
This resolution shall be in full force and effect from and after its adoption.
This aforesaid resolution, having been submitted to a vote, the vote thereon was as follows:

Public Awareness Notice
There is a gas system in the area that consists of an underground network of pipelines. The purpose of the gas system is to provide a reliable and safe economical source of energy for heating purposes to the homes and businesses adjacent to the underground gas pipelines. The pipeline system has the capacity to reliably deliver natural gas to the customers.
THE hazards of natural gas are that it is odorless, colorless, tasteless, lighter than air and can ignite and /or explode with extreme force when mixed with the right amount of air.
Prevention measures taken include adding odorant to the gas to give it that distinctive smell, like rotten eggs, to warn us of its presence, testing the odorant level regularly, performing annual gas leakage surveys, and conducting periodic pipeline patrols.
The following are signs that may indicate a gas leak hissing or roaring sound (caused by escaping gas), a patch of dead or discolored vegetation in an otherwise green setting along a pipeline route, blowing grass, dirt, or leaves near a pipeline, continuous bubbling in wet, flooded areas, and/or a “gas smell”, similar to rotten eggs.
Anyone who may smell this odor or notice any unusual conditions should call the gas company immediately. With any gas leak protect life first, then property, then notify the gas company.
