Public Notice
As per R.S. 39:1307 entitled “Public Participation”, this public notice is to certify that a public hearing was held at the Sixth Judicial District Public Defender’s Office, 1602A Felicia Drive, Tallulah, Louisiana, on June 26, 2024, beginning at 2:00 p.m. on the Proposed Budget for FY2025 and Proposed Amended Budget for FY2024 after District Public Defender (a/k/a Chief Indigent Defender) John Hogue on behalf of the Sixth Judicial District Public Defender’s Office published a notice in the official journals of East Carroll, Madison, and Tensas Parishes that the Sixth Judicial District District Public Defender’s (a/k/a “Sixth Judicial District Chief Indigent Defender’s”) Proposed Budget for FY2025 and Proposed Amended Budget for FY2024 would be available for public inspection beginning June 10, 2024, at the Police Jury’s Office in East Carroll, Madison, and Tensas Parishes and at the Sixth Judicial District Public Defender’s Office (a/k/a “Sixth Judicial District Indigent Defender’s Office”) located at 1602A Felicia Drive, Tallulah, Louisiana 71282, and that a Public Hearing on the aforementioned proposed budgets would be held at the Sixth Judicial District Public Defender’s Office (a/k/a “Sixth Judicial District Indigent Defender’s Office”) at the aforementioned address beginning at 2:00 p.m. on Wednesday, June 26, 2024. After the aforementioned notice was published in each aforementioned official parish journal and after the Proposed Budget for FY2025 and Proposed Amended Budget for FY2024 were made available for public inspection at the East Carroll, Madison, and Tensas Parish Police Jury Offices and at the Sixth Judicial District Public Defender’s Office, the requisite ten days and more elapsed before the public hearing was held on June 26, 2024. The Proposed Budget for FY2025 and Proposed Amended Budget for FY2024 were adopted viva voce on June 26, 2024, by Chief Indigent Defender John Hogue of the Sixth Judicial District Indigent Defender’s Office at a public meeting held on June 26, 2024 subsequent to the public hearing and an “Adoption Instrument For Proposed Amended Budget For FY2024 and Proposed Budget for FY 2025” was also signed by District Defender John Hogue on June 26, 2024 at that same public meeting. It should also be noted that the public meeting and public hearing on the Proposed Amended Budget For FY2024 and Proposed Budget for FY2025 on June 26, 2024 beginning at 2:00 p.m., the adoption of the above-referenced budgets at the subsequent public meeting on June 26, 2024, and the adoption instrument signed by John Hogue at the subsequent public meeting on June 26, 2024, were ratified viva voce by Chief Indigent Defender John Hogue at a public meeting beginning at 11:00 a.m. on June 28, 2024, as more particularly outlined in that meeting’s Agenda for June 28, 2024.

NOTICE TO THE PUBLIC
Notice is hereby given that the Tensas Parish Police Jury will meet on the 10th day of September, 2024, at 10:00 a.m. at the Tensas Parish Police Jury Meeting Room, located within the Tensas Parish Governmental Complex Building, 212 Hancock Street, St. Joseph, LA for the purpose of receiving protest and hearing complaints on values of property for assessment purposes in the parish as fixed by the Assessor. All taxpayers desiring to protest values fixed by the Assessor must file their protest with the Secretary of the Police Jury at least seven (7) days prior to the said meeting date. All protest must be filed in person or by filing such complaint by means of certified mail or by facsimile transmission to the Tensas Parish Police Jury’s Office, no later than September 3, 2024.

VILLAGE OF NEWELLTON
REGULAR MEETING
JULY 17, 2024
CALL TO ORDER: On July 17, 2024 at 10am the board members met in regular session for their monthly town meeting. Those present were Jacquelin Hankins, Mattie Sampson, and Deborah Parson. Also present was Mayor Timothy Turner, and Patricia Washington, Ben Britton was absent.
PRAYER: There being a quorum present Jacquelin Hankins opened the meeting with a prayer at 10:08 a.m.
MINUTES: On a motion by Jacquelin Hankins seconded by Mattie Sampson and unanimously carried the minutes were approved.
BILLS: On a motion by Jacquelin Hankins seconded by Deborah Parson and unanimously carried the bills were approved for payment.
PUBLIC COMMENTS
MONTHLY FINANCIAL STATEMENTS: The Financial statement for June 30, 2024 were presented to the board members for review. On a motion by Jacquelin Hankins seconded by Deborah Parson and unanimously carried the financial statements where accepted and approved.
RESIDENTIAL/COMMERCIAL GAS & WATER RATES: The village current flat rate for gas is $13.00. On a motion by Mattie Sampson seconded by Deborah Parson and unanimously carried. The board members voted to increase the gas rate to $35.00 per customer per month for the bills for August 2024 and the rates will be adjusted monthly based upon gas costs moving forward.
On a motion by Deborah Parson seconded by Jacquelin Hankins and unanimously carried. The additional thousand gallons or fraction thereof for residential water rate will be increased to $15.00 per customer per month and the commercial rates will be increased to $20.00 effective for the August 2024 billing period.
EXECUTIVE SESSION: On a motion by Jacquelin Hankins seconded by Deborah Parson and unanimously carried the board members went out of regular session into executive session. On a motion by Jacquelin Hankins seconded by Deborah Parson the board members went out of executive session back into regular session.
Action Taken: The board members had been advised by the auditors that an additional cut of salaries for the village was needed. On a motion by Mattie Sampson seconded by Deborah parson and unanimously carried 3 employees were terminated effective July 22, 2024.
ADJOURN: On a motion by Deborah Parson seconded by Mattie Sampson and unanimously carried the meeting was adjourned.

Public Notice
REQUEST FOR QUALIFICATION STATEMENTS FOR ENGINEERING SERVICES. The Town of St. Joseph (Town) is seeking assistance for engineering services needed to prepare the application for a Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (DOT-PHMSA) Grant application and subsequent implementation of that program. This project is for gas system upgrades.
The Town is soliciting qualification statements for engineering services to assist the Town with project scoping, cost estimates, applications, preliminary engineering, design engineering, and construction related services for the project. If no project is funded by the Program, then no services beyond the application phase will be required.
All responses received will be evaluated in accordance with the selection criteria and corresponding point system, which is identified in the package. The package also identifies the scope of services to be performed by the selected firm. The intent is to award a cost reimbursement contract with payment terms to be negotiated with the selected firm. The Town of St. Joseph will begin negotiations with the respondent obtaining the highest total score in the evaluation process. The Town of Saint Joseph Mayor and Board of Aldermen convened in a regular session on Monday, August 12, 2024, at 6:00p.m. at St. Joseph Community House on Levee Street.
Meeting Called to order by Mayor Matthew C. Alexander.
Donald Scott gave the invocation.
Roll Call: Present- Alderwoman Juanita Roberts, Alderman Daniel Cavin, and Alderman Carl Olds.
Others present: Heather Richard-Municipal Clerk, Louise Taylor, Hester Turner, Esaw Turner, Cash Foster, Edward Turner, Wanda Bowman, Donald Scott, Krashondra Winston, and Margaret Triplett.
Motioned by Alderman Olds, seconded by Cavin to amend agenda to include Introduction of Haz Mit Integration Plan. Motion Carries.
Motioned by Alderman Cavin, seconded by Olds to adopt amended agenda. All were in favor, motion carried.
Motioned by Alderwoman Roberts and seconded by Alderman Olds to approve the minutes of the July 23, 2024 special meeting. All were in favor, motion carried.
Public Hearing:
Discussion of Ordinance 24-4-0722, International Property Maintenance Code, which was introduced at the July 23, 2024 special meeting.
OLD BUSINESS: None
NEW BUSINESS:
1. Motioned by Alderman Cavin, Seconded by Alderwoman Roberts to adopt Ordinance 24-4-0722, International Property Maintenance Code. All approve, motion carries.
2. Motion made by Alderman Olds to adopt Ordinance 24-5-0722, General Fund Budget. Alderwoman Roberts Abstains due to wrong dates printed on budget. Ordinance tabled. Will be corrected and voted on at upcoming Special Meeting.
3. Motion made by Cavin, Seconded by Olds to adopt Ordinance 24-6-0722, Enterprise Budget. All in favor, motion carries.
Next regular monthly meeting will be September 9, 2024, at 6PM at Community House.

TO ADOPT PROPOSED ENTERPRISE FUND BUDGET FOR THE FISCAL YEAR ENDING JUNE 30, 2024.
WHEREAS, the Town of Saint Joseph has introduced an ordinance providing for the enterprise fund budget for the fiscal year ending June 30, 2024, and
WHEREAS, the Mayor and Board of Aldermen believe that this budget is in order to comply with the Louisiana Local Government Budget Act R.S. 39:1301-1315
