Notice
Notice is hereby given, pursuant to Article IV, Section 21(D)(1) of the Louisiana Constitution, that on August 27, 2024, Entergy Louisiana, LLC (“ELL”), a public utility providing retail electric and gas service throughout the State of Louisiana, filed with the Louisiana Public Service Commission (“LPSC”) its Formula Rate Plan (“FRP”) Rider Schedule FRP Evaluation Report and Workpapers for Test Year 2023.
The filing reflects an earned return on common equity (“EROE”) for the 2023 Evaluation Period/Test Year of 9.05%, which is below the approved FRP dead band. Pursuant to Section II.A.1 of the approved Global Settlement Stipulation Agreement, Base FRP Revenue will be increased by $120 million.
The resulting FRP factors to be applied to the respective ELL rate classes effective for customer bills rendered on and after the first billing cycle of September 2024, are as follows:

It is estimated that the proposed adjustment in rates will have the following effects upon applicable Legacy ELL customers’ typical monthly bills: for a Residential customer using 1,000 kWh the bill would change by approximately $3.67; for a Small General Service customer using 50 kW and 12,500 kWh the bill would change by approximately $44.69; for a Large General Service customer using 1,000 kW and 500,000 kWh the bill would change by approximately $1,249.63
It is estimated that the proposed adjustment in rates will have the following effects upon applicable Legacy EGSL customers’ typical monthly bills: for a Residential customer using 1,000 kWh the bill would change by approximately $10.31; for a Small General Service customer using 5000 kWh the bill would change by approximately $28.12; for a Large General Service customer using 500 kW and 255,500 kWh the bill would change by approximately $776.35.

REQUEST FOR QUALIFICATION STATEMENTS FOR ENGINEERING SERVICES. The Town of St. Joseph (Town) is seeking assistance for engineering services needed to prepare the application for a Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (DOT-PHMSA) Grant application and subsequent implementation of that program. This project is for gas system upgrades.
The Town is soliciting qualification statements for engineering services to assist the Town with project scoping, cost estimates, applications, preliminary engineering, design engineering, and construction related services for the project. If no project is funded by the Program, then no services beyond the application phase will be required.
All responses received will be evaluated in accordance with the selection criteria and corresponding point system, which is identified in the package. The package also identifies the scope of services to be performed by the selected firm. The intent is to award a cost reimbursement contract with payment terms to be negotiated with the selected firm. The Town of St. Joseph will begin negotiations with the respondent obtaining the highest total score in the evaluation process. The Tensas Parish School Board met in a regular meeting at the Tensas Parish Material Center, St. Joseph, Louisiana, at 6:00 p.m., June 13, 2024, with President John L. Turner presiding and the following members present with a quorum:

President Turner called the meeting to order and asked that all stand for the invocation. Mr. Turner led the invocation, and Superintendent Joyce M. Russ led the Pledge of Allegiance.
On motion by Mrs. Burnside, seconded by Mrs. Ransome, the Board approved the minutes from the regular board meeting held May 9, 2024. Motion passed.
Superintendent Russ presented retirement plaques to Mrs. Mary E. Carter, Mrs. Katherine Jones, Mrs. Patricia Wiley, and Mr. Joseph Petty for their many years of service to the Tensas Parish School Board.
On motion by Mr. Turner, seconded by Mrs. Miller, the Board approved Risk Pro’s FY2024-2025 insurance proposal with revised recommendation. Motion passed.
The Board approved the Tensas Gazette as the official journal for the Tensas Parish School Board for the 2024-2025 school year, on motion by Mrs. Miller, seconded by Mr. Matthews. Motion passed.
On motion by Mr. Matthews, seconded by Mrs. Ransome, the Board received April financial statement and budget to actual update as presented by Mrs. Eryn Rimmey, Business Manager. Motion passed.
Superintendent Russ made the following announcements:
Summer school is going great. I would like to thank Mrs. Miller for doing art with the students.
I appreciate Mr. Rogers for coming to speak to the board concerning our property insurance.
There will be no summer school on June 19th in observance of Juneteenth, office will also be closed.
I am one of six superintendents that were chosen to be part of a study group by the Governor, our first meeting will be Monday at 10 am at the state capital. From there I will travel to Lake Charles for the LASS conference and I will be there until Thursday of next week.
Congratulations again to our retirees.

Summer is quickly coming to an end; new teacher orientation will be July 30th & 31st and all teachers and paras will return for professional development on August 1st & August 2nd. Please come out and meet our new teachers if you are able to do so.
Students first day will be august 5th and it will be a full day.

At the August 21, 2024 special meeting of the Mayor and Board of Aldermen of the Town of Saint Joseph, held at St. Joseph Community House in the Town of Saint Joseph, Louisiana, Parish of Tensas, at which a quorum of the Aldermen was present, hereby adopt the following resolution:
BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE VILLAGE OF SAINT JOSEPH, LOUISIANA at the village council meeting that the following resolution was offered:
WHEREAS, the Village of Saint Joseph recognizes the threat that natural hazards pose to people and property within; and
WHEREAS, the Village of Saint Joseph has prepared a multi-hazard mitigation plan, hereby known as the 2024 Tensas Parish Multi-Jurisdictional Hazard Mitigation Plan in accordance with the Disaster Mitigation Act of 2000; and
WHEREAS, the 2024 Tensas Parish Multi- Jurisdictional Hazard Mitigation Plan identifies mitigation goals and actions to reduce or eliminate long-term risk to people and property in Village of Saint Joseph from the impacts of future hazards and disasters; and
WHEREAS, adoption by the Village of Saint Joseph demonstrates their commitment to the hazard mitigation and achieving the goals outlined in the 2024 Tensas Parish MultiJurisdictional Hazard Mitigation Plan
