By virtue of a WRIT OF SEIZURE AND SALE, to me directed, from the Honorable Sixth Judicial District Court for the Parish of Tensas, aforesaid, in the above entitled cause, I will proceed to sale, at public auction, at the principal front door of the Courthouse in the City of St. Joseph, in Tensas Parish, Louisiana, on WEDNESDAY, the 11th day of December, 2024, between the hours prescribed by law, beginning at 10:00 a.m., the following described property seized as “EXHIBIT A” in the above suit:

Beginning at the intersection of the West right-of-way line of the Newell’s Ridge road, being also Louisiana State Highway No. 575, with the South right-of-way line of a Parish gravel road known as the Ford gravel road, run, thence in a Southerly direction along the West right-of-way line of said State Highway No. 575 a distance of 140 feet to the edge of a ditch; run thence in a Westerly direction a distance of 110 feet to a point which is 110 feet in a Southerly direction from the South right-of-way line of the Ford gravel road; run thence in a Northerly direction a distance of 110 feet to the South right-of-way line of the Ford gravel road; run thence in an Easterly direction along the South right-of-way line of the Ford gravel road a distance of approximately 110 feet to the point of Beginning.
Said lot herein conveyed being situated in Section 1, T12N-R11E and being a portion of that certain one acre tract acquired by Willie Brooks, et us from Arthur A. Dickerson by deed dated October 25, 1968, recorded October 25, 1968, in Notarial Book 19, page 461, Document #81135, of the records of Tensas Parish, Louisiana.
Together with all buildings and improvements thereon, and all rights, ways, privileges and appurtenances thereunto belonging or in an manner appeartaining.

The Tensas Parish Police Jury met this day in regular session convened. There were present the following officers and members to-wit:

Members: Billy Joe Arceneaux, Robert Clark, Bill Sid Crigler, Clay Foster, Terrence South (absent), Bubba Rushing, and Alex Watson.

There were no comments from the general public regarding the agenda item(s).
Upon a motion by Billy Joe Arceneaux, duly seconded by Robert Clark, it was unanimously agreed to approve the agenda as printed. Ayes have it. Motion carried.
Upon a motion by Billy Joe Arceneaux, duly seconded by Robert Clark, it was unanimously agreed to approve the minutes for the Regular Meeting held on October 22, 2024. Ayes have it. Motion carried.
Upon a motion by Alex Watson, duly seconded by Bill Crigler, it was unanimously agreed to approve payment of bills as authorized by the Finance Committee. Ayes have it. Motion carried.
Presidents Report: Bubba Rushing reported the rent fee for the building across the levee is $400.00 per month to be adjusted after one year.
Secretary/Treasurer Report: Pauline Doyle updated the Jury on Recreation Parks, Recreation Buildings Grant, and the demolishing grant for the hospital
Superintendents Report: Todd Merriett updated the Jury on ongoing Maintenance Unit work-report attached.
OEP Report: There was no report on activities concerning Homeland Security.
Upon a motion by Robert Clark, duly seconded by Bill Crigler, it was unanimously agreed to approve the Actual vs. Budgeted financial statements for the period ending October 31, 2024. Ayes have it. Motion carried.
Upon a motion by Bill Crigler, duly seconded by Clay Foster, it was unanimously agreed to approve a $7500.00 donation request from the LSU Agriculture Center. Ayes have it. Motion carried.
Upon a motion by Billy Joe Arceneaux, duly seconded by Bill Crigler, it was unanimously agreed to approve amending the 2024 LGAP application to purchase a new work truck, ice machine equipment, a pressure washer and a lawn mower trailer. Ayes have it. Motion carried.
Upon a motion by Alex Watson, duly seconded by Bill Crigler, it was unanimously agreed to approve a Resolution for the purchase of a small excavator/dozer with the 2025 LGAP funds. Ayes have it. Motion carried.
RESOLUTION
WHEREAS, the Office of Community Development has made available funding through the Local Government Assistance Program to assist local governments with funding for needed infrastructure and long-term capital improvements in rural areas, and
WHEREAS, Tensas Parish Police Jury qualifies to apply for such funding, and
BE IT RESOLVED; Tensas Parish Police Jury has approved to apply for a small Excavator/Dozer to be utilized by the Tensas Parish Police Jury Maintenance Unit through the Office of Community Development Local Government Assistance Program.

November 26, 2024
The Town of Saint Joseph Mayor and Board of Aldermen convened in a special session on Tuesday, November 26, 2024, at 6:00p.m. at St. Joseph Community House on Levee Street.
Meeting Called to order by Mayor Matthew C. Alexander.
Mayor Pro Temp Lapeteria Watson gave the invocation.
Roll Call: Present- Alderwoman Pro Temp Lapeteria Watson, Alderwoman Juanita Roberts, Alderman Daniel Cavin, Alderman Jerry Newman and Alderman Carl Olds.
Others present: Heather Richard-Municipal Clerk
Motioned by Alderman Cavin, seconded by Alderwoman Roberts to adopt agenda. All were in favor, motion carried.
Motioned by Mayor Pro Temp Watson and seconded by Alderman Cavin to approve the minutes of the November 12, 2024 town hall regular meeting. All were in favor, motion carried.

An Ordinance for the Village of St. Joseph, Louisiana, to Combine Utility Accounts
WHEREAS, the Village of St. Joseph recognizes the need for efficient management of utility services; and
WHEREAS, combining utility accounts can streamline billing processes and improve customer service; and
WHEREAS, the Village seeks to implement a policy that allows for the combination of utility accounts under certain conditions.
NOW, THEREFORE, BE IT ORDAINED BY THE VILLAGE COUNCIL OF ST. JOSEPH, LOUISIANA:
1. This ordinance shall become effective immediately upon adoption and publication as required by law.
BE IT FURTHER ORDAINED that the foregoing ordinance was read in full and the ordinance was adopted.

An Ordinance for the Village of St. Joseph, Louisiana, Adopting Policies for Blighted Properties Under the International Property Maintenance Code.
WHEREAS, the Village of St. Joseph recognizes the need to ensure safe, sanitary, and healthy living conditions for its residents; and
WHEREAS, the presence of blighted properties within the village poses a threat to public health, safety, and welfare; and
WHEREAS, the Village seeks to adopt policy for blighted properties under current International Property Maintenance Code (IPMC) as a regulatory framework to address and mitigate issues related to blighted properties.
NOW, THEREFORE, BE IT ORDAINED BY THE VILLAGE COUNCIL OF ST. JOSEPH, LOUISIANA:
