Regular Meeting Minutes
Town Hall Meeting Room
A. Call to Order was pronounced at 218pm by Mayor Jarrod Bottley.
B. The Invocation was rendered by John Turner.
C. The Quorum Validation was done by Clerk Peggy Temple with all council members being present and accounted for.
D. The mayor called for the agenda to be modified or approved as presented. The motion was made by Jenkins and seconded by Turner to be approved as is.
E. The mayor called for the transcript approval of the previous meeting minutes. Jenkins made the motion with the necessary correction and Newton seconded.
F. The First Responders Report was given by Kazerick White with a correction by Margery Washington and confirmed by Archie Turner that there was one burglary on D Street.
G. Reports on Conferences, Projects, Grants: Emmanuel Lewis of Pan American gave reports on various projects including two LGAP, two CWEF, Water Sector, LCDBG, LLOP, and other projects he and the mayor are working on. 21/22 LGAP for tractors, 22/23 LGAP for police vehicle, 21/22 CWEF for elevated water tower to be repaired, 22/23 CWEF for valves throughout the town, LCDBG for $1.2M wastewater project, LLOP for $125,000 walking trail project, Water Sector for up to $5M for modernized water meters, digital reading equipment, at-the-office data and utility shutoff from the office, along with up-to-date testing equipment and line locating devices.
H. Emmanuel Lewis presented the mayor with a Water Sector Resolution. It was read aloud by the mayor and called for action. The motion was made by Turner and seconded by Jenkins. It was signed by the Mayor and the Clerk.
I. The Financial update and discussions were made by Clerk Temple. Only one question was asked by Turner and that was that PO’s are now being used for part stores? The mayor answered yes.
J. Tensas School Board President John Turner was present and gave information on the current events at the school and gave recognition to the parents and staff who had worked recently on events. He also gave dates that school would be out for Thanksgiving. Stated that meetings are on the second Thursdays at 6pm.
K. Kiley Sanders from the Office of Emergency Preparedness was present and gave updates on the electronic notification system and explained how it works. Suggested everyone download the app on their phone and they would get real time information on any hazards or weather events. He accepted questions. The mayor also praised Sanders because he stated he has become a dear friend and has been at the disposal of Waterproof for anything he’s called him about.
L. Glenda from Louisiana Rural Water Association was present and gave a presentation on the assistance LRWA has and will be offering to Waterproof. She spoke about furthering the rehabilitation and advancement of the water and wastewater systems. She also recognized the work Mayor Bottley has been doing and the classes he’s always attending. Mayor Bottley praised Glenda, although just three months employed with LRWA, but stated how she is actively seeking to further her knowledge and is always in classes with him.
M. Ms. Margery Washington was present and gave a presentation on her Elderly Affairs committee. Stating she has gotten together a committee and they’re actively seeking donations and putting together plans for the elderly. Mayor Bottley stated that Debbie Bottley is going to feed the elderly for Thanksgiving and he and Robert Clark will be doing so for Christmas. He extended the platform to anyone who wants to participate can do so but he did state he was not wanting money to be involved.
N. Mayor Bottley extended the floor to Ms. Ruby Newton about the police department restructure. She asked for a motion to advertise for a qualified police chief. Mayor Bottley responded, “that’s improper and he’d already stated there would be an advertisement done because Alderman Turner had asked him before the meeting even started.”
O. Mayor Bottley informed the general public on the annexation process and stated that many are against the enlargement. Alderman Turner asked could he get some letters and talk to those residents himself and explain the process. Mayor Bottley stated he was all for that and would get the necessary forms and documents to Turner in a timely fashion.
P. At 354pm, the mayor called for a motion to adjourn. The motion was offered by Jenkins and seconded by Turner.

Advertisement for Bids
Sealed bids will be received by the Tensas Parish School Board, St. Joseph, Louisiana, up to 12:00 p.m. on Wednesday, January 8, 2025, and then publicly opened and read by Committee for lease for agricultural purposes on the following property:
Lots 5, 6, and 7 of Section 9, T. 12 N., R. 12 E. Tensas Parish, Louisiana, containing 169.76 acres, more or less. Minimum bid required, $100 per acre. Each BID must be accompanied by a BID BOND payable to the Tensas Parish School Board for five percent of the total amount of the BID. As soon as the BID prices have been compared, the Tensas Parish School Board will return the BONDS of all except the three highest responsible BIDDERS. When the Agreement is executed the bonds of the two remaining unsuccessful BIDDERS will be returned. The BID BOND of the successful BIDDER will be retained until the payment has been executed and approved, after which it will be returned. A certified check may be used in lieu of a BID BOND.
Further details as to terms, stipulations, etc. of said lease may be obtained at the office of the School Board, St. Joseph, Louisiana.
The Board reserves the right to reject any and all bids and to waive any and all informalities incident thereto.
Bids received after specified hour and date will be returned unopened.

The proposed 2025 budget of the Parish Wide Fire Protection District No. 1 of Tensas Parish, State of Louisiana will be available for public inspection at the fire district administration office located at 118 Arts Drive, St. Joseph, Louisiana 71366 from 8:00 A.M. – 4:00 P.M. Monday through Friday beginning December 11th, 2024. There will be a public hearing at 10:00 A.M. The proposed 2025 Budget of the Tensas Parish Communications District will be available for inspection and approval of the 2024 amended budget at the District Office located at 402 Third Street, St. Joseph, Louisiana, from Tuesday, December 10, 2024, through Tuesday, December 17, 2024. The district will consider adopting the budget on December 17, 2024, at 4:30 p.m. This is held in the Tensas Parish Jury Room.
