TENSAS PARISH POLICE JURY

REGULAR MEETING

January 28, 2025

10:00 AM

The Tensas Parish Police Jury met this day in regular session convened. There were present the following officers and members to-wit:

Bubba Rushing, President

Pauline Doyle, Secretary/Treasurer

Members: Billy Joe Arceneaux (absent), Robert Clark, Bill Sid Crigler, Clay Foster, Terrence South, and Alex Watson.

Todd Merriett, Invocation

Robert Clark, Pledge of Allegiance

Guest present were: Todd Merriett, Thelman Bradford, Kiley Sanders, and Sandra Redmond

There were no comments from the general public regarding the agenda item(s).

Upon a motion by Bill Crigler, duly seconded by Robert Clark, it was unanimously agreed to approve the agenda as printed. Ayes have it.  Motion carried.

Upon a motion by Clay Foster, duly seconded by Bill Crigler, it was unanimously agreed to approve the minutes for the Regular Meeting held on January 14, 2025.  Ayes have it.  Motion carried.

Upon a motion by Alex Watson, duly seconded by Bill Crigler, it was unanimously agreed to approve payment of bills as authorized by the Finance Committee.  Ayes have it.  Motion carried.

Presidents Report:  Bubba Rushing updated the Jury on ongoing grants.

Secretary/Treasurer Report: Pauline Doyle updated the Jury on Finances and ongoing grant progress.

Superintendents Report: Todd Merriett updated the Jury on ongoing Maintenance Unit work-report attached.

OEP Report:  Kiley Sanders updated the Jury on ongoing OEP activities.

Upon a motion by Alex Watson, duly seconded by Bill Crigler, it was unanimously agreed to allow Sandra Redmond to address the Jury.  Ayes have it.  Motion carried.

Upon a motion by Terrence South, duly seconded by Bill Crigler, it was unanimously agreed to approve the Tabulation of the Maintenance Bids for 2025 as recommended by the Superintendent.

Upon a motion by Bill Crigler, duly seconded by Terrence South, it was unanimously agreed to approve having Todd Merriett test the oil from Safety-Kleen Systems, Inc. to be sure it meets our specifications.  Ayes have it.  Motion carried.

Upon a motion by Robert Clark, duly seconded by Bill Crigler, it was unanimously agreed to approve the use of the Ag Arena on March 23-26, 2025 for a community church revival.  Ayes have it.  Motion carried.

Upon a motion by Bill Crigler, duly seconded by Robert Clark, it was agreed to approve the bid from Super D Waste for garbage pick-up for 2025-2027.  Roll call vote taken:  Billy Joe Arceneaux-absent, Robert Clark-yes, Bill Crigler-yes, Clay Foster-yes, Bubba Rushing-yes, Terrence South-yes, Alex Watson-yes.  Ayes have it.  Motion carried.

Upon a motion by Terrence South, duly seconded by Alex Watson, it was unanimously agreed to approve naming the park in Newellton the Emmitt Adams-Sam Dillard Community Park.  Ayes have it.  Motion carried.

Upon a motion by Clay Foster, duly seconded by Bill Crigler, it was unanimously agreed to approve naming the park in St. Joseph the Ples Bell-Rod Webb Community Park.  Ayes have it.  Motion carried.

Upon a motion by Bill Crigler, duly seconded by Alex Watson, it was unanimously agreed to approve naming the park in Waterproof the Thomas Hale-Woodrow Wiley Community Park.  Ayes have it.  Motion carried.

Upon a motion by Terrence South, duly seconded by Bill Crigler, it was unanimously agreed to exit regular session and enter into executive session.  Ayes have it.  Motion carried.

Upon a motion by Terrence South, duly seconded by Robert Clark, it was unanimously agreed to exit executive session and return to regular session.  Ayes have it.  Motion carried.

Upon a motion by Terrence South, duly seconded by Robert Clark, it was agreed to approve a salary increase of $1.50 per hour to employee 1-A.  Roll call vote taken:  Billy Joe Arceneaux-absent, Robert Clark-yes, Bill Crigler-yes, Clay Foster-yes, Bubba Rushing-yes, Terrence South-yes, Alex Watson-yes.  Ayes have it.  Motion carried.

VILLAGE OF NEWELLTON

REGULAR MEETING

JANUARY 8, 2025

CALL TO ORDER: The Board of Alderman met in a regular session, on January 8, 2025 at 5:30 p.m. in the Newellton Conference room. Those present were Deborah Parson, Richard Harris, Marvin Brady, Mayor Frankie Robinson, and Patricia Washington. Also Present was Chief Desmond Ford, Joe Percy, Aletha Carter, Iris Rollins, Christy Lee, Jackie Ford, Odessa Chase, Brenda Washington, Jack Washington, Morgan Carter, Morgan South, Annie Marshall, Ronnie Turner Sr, Alma Nash, Mat Eva Thomas, Pam Wilson, Latanya Tyler, Dorothy Bingham, Wanda Thomas, Deloris Gentry, and Shawanda Walker.

PRAYER: There being a quorum present Apostle Ronnie Turner Sr opened the meeting with a prayer.

SWEARING IN OF VILLAGE COUNCILMEN, MAYOR, CHIEF OF POLICE, CLERK- The new elected officials and the current Chief of Police, and City Clerk were all sworn in by Clerk of Court Christi Lee.

MINUTES: On a motion by Richard Harris seconded by Deborah Parson and unanimously carried the minutes were approved as appeared in the Tensas Gazette.

BILLS: On a motion by Richard Harris seconded by Deborah Parson and unanimously carried the bills were approved for payment as funds become available.

PUBLIC COMMENTS: Mrs. Glenda Gibelotte with Louisiana Rural Water came to introduce herself to the new board members and mayor.

APPOINTEE POSITION OF MAYOR PRO TEM APPROVAL- On a motion by Richard Harris seconded by Marvin Brady and unanimously carried Deborah Parson was selected as the Mayor Pro Tem.

RESOLUTION APPROVAL OF NEW BANK SIGNATURES: On a motion by Marvin Brady seconded by Richard Harris and unanimously carried the old names Timothy Turner and Mattie Sampson were removed from the accounts and Frankie Robinson and Deborah Parson were added.

MONTHLY MEETING DATE CHANGE (PER AUDITOR WOODARD &ASSOCIATES)- On a motion by Deborah Parson seconded by Richard Harris and unanimously carried the monthly meeting for the village was changed from the second Wednesday of the month to the 3rd Wednesday each month.

EXECUTIVE SESSION: On a motion by Deborah Parson seconded by Marvin Brady and unanimously carried the board went out of regular session into executive session. On a motion by Marvin Brady seconded by Richard Harris and unanimously carried the board went out of executive session back into regular session. Action taken was Thomas Clark was selected as the new gas operator for the Village of Newellton and his pay rate will be the same as the previous operator of $500.00 monthly.

ADJOURN: On a motion by Marvin Brady seconded by Richard Harris the meeting was adjourned

NOTICE

Notice is hereby given that, in accordance with L.R.S. 3:1609 and LAC 7:XV.314 (A), the Louisiana Department of Agriculture & Forestry, Louisiana Boll Weevil Eradication Commission, has established a boll weevil eradication zone, the Louisiana Eradication Zone, consisting of all the territory within the state of Louisiana.

Notice is further given that all producers of commercial cotton in Louisiana are required to participate in the boll weevil eradication program, including cost sharing, in accordance with the Boll Weevil Eradication Law and regulations.  This includes, but is not limited to, reporting of cotton acreage and destruction of cotton plants and stalks by December 31 of each crop year.  A copy of the law and rules and regulations may be obtained from the Boll Weevil Eradication Commission, 5825 Florida Blvd. Ste. 3002, Baton Rouge, La.  70806, telephone number (225) 922-1338.
