INVITATION FOR BID
SEALED BIDS for construction at the Tensas Parish Airport consisting of Runway Rehabilitation, State Project No. H.016182 will be received by the Tensas Parish Police Jury (Attn: Pauline Doyle), 212 Hancock Street, St. Joseph, Louisiana 71366, until 2:00 p.m. CST on Tuesday, April 22, 2025. Bids will then be publicly opened and read aloud in the Police Jury Meeting Room. Bids received after the 2:00 p.m. deadline will be returned to the bidder unopened via certified mail. Received bids will be referred to the Tensas Parish Police Jury for action and award.
A Pre-Bid Teleconference will be held on Thursday, April 10, 2025, at 10:00 a.m. Representatives from the Owner and Engineer will be present to discuss the project. Although the teleconference is not mandatory, bidders are encouraged to attend and participate in the teleconference. Teleconference information is as follows:

Bids shall be received only on proposal forms furnished by the Engineer. In no event shall proposal forms be issued later than twenty-four (24) hours prior to the hour and date set for receiving proposals.
Bid proposals, amendments to bids, or requests for withdrawal of bids, which are received after the time specified for bid opening, shall not be considered for any cause whatsoever.
An acceptable bid bond, cashier’s check or certified check payable to the Tensas Parish Police Jury, in an amount equal to five percent (5%) of the bid price, shall be submitted with each bid. The successful Bidder will be required to furnish and pay for satisfactory performance and payment bonds. Bidders are advised that Performance, Payment, and Maintenance Bond, each in the amount of 100 percent (100%) of the contract price, will be required.
On any bid submitted in the amount of $50,000 or more, the Contractor shall certify that he is licensed under Louisiana Revised Statute 37:2150-2164 and show his license number on the bid and on the envelope. Bidders must be licensed in the following category: Highway, Street and Bridge Construction (or applicable sub classification). The licensee shall not be permitted to bid or perform any type or types of work not included in the classification under which his license was issued.
Bids may be held by the Tensas Parish Police Jury for a period of forty-five (45) calendar days after the date and hour set for the opening.
The Tensas Parish Police Jury reserves the right to reject any or all Bids for just cause and reserves the right to waive any and all informalities.

The Village of Saint Joseph Mayor and Board of Aldermen convened in a public meeting, March 18, 2025, at 6:00p.m. at St. Joseph Community House on Levee Street.
Meeting Called to order by Mayor Pro Tem, Lapetria Watson
Alderman Jerry Newman gave the invocation.
Roll Call: Present- Alderwoman Pro Temp Lapeteria Watson, Alderman Jerry Newman, Alderwoman Tavi Turner.
Others present: Heather Richard-Municipal Clerk, Maude H. Scott, Clerk, Michelle Morales, Utility Clerk, Willie Percy, Krashondra Winston, Louise Taylor, Anthony Raymo, Wanda Bowman, Margaret Triplett.
Motioned by Alderman Newman and seconded by Tavi Turner to approve agenda. All in favor, motion passes.
Motioned by Alderman Newman and seconded by Tavi Turner to approve the minutes of the February 18, 2025. All were in favor, motion carried.
Public Comments: LaShondra Winston inquired about her increased water bill and stated her water pressure was also low. Willie Percy inquired about the possibility of having road material placed on his street. Mayor Pro Teem stated she would discuss it with the mayor and let them know.

NEW BUSINESS:
1. Presentation of Wastewater Resolution which was accepted and approved on motion by Alderman Newman and second by Alderman Turner.

Town Hall Meeting Minutes
Monday, December 9, 2024
2:00pm – Conference Room
The regular scheduled meeting was called to order by Mayor Jarrod Bottley in the town hall conference room at 203pm.
The Invocation was rendered by Mayor Jarrod Bottley.
The Municipal Clerk (Temple) called the roll to validate a quorum. All council members were present and accounted for except Henry Jenkins. He was absent. Others present were: Edna Cooper, Margery Washington, Dora Lee, Marcella Rollins, Candace Jackson, Officer Kendrell Robinson, Officer Cody Faulkner, Treveon Williams, DeQuan Clark, Utility Supervisor Tyrone Washington, PAE Emmanual Lewis.
The Mayor called for a motion for the agenda to be approved as typed and presented. The motion was made by Alderman Turner and seconded by Alderwoman Newton.
The Mayor called for a motion to approve of the minutes as printed or for any corrections thereof. The motion to approve as presented was made by Alderman Turner and seconded by Alderwoman Newton.
The First Responders Report was given by Officer Kendrell Robinson. The Mayor also introduced him to all who possibly didn’t know him stating he had been familiar with the community.
The Mayor gave an overview of the multiple grants they have open and are being reimbursed upon – LGAP, CWEF, DRA, LLOP, LCDBG, and a few other grants. PAE Emmanual Lewis entered the meeting and carried on the grants conversation stating his main focus was on the Water Sector grant and was turning the rest of the grant work to the mayor. He also informed the community that his last day will be Thursday and he will be continuing his employment with the US Army. He stated how he’d enjoyed working with the mayor and the TOW and will remain available to the mayor.
Municipal Clerk Temple gave an overview of the operating accounts and entertained any questions for clarity. The Mayor stated we are now in the multiple reimbursement stage so we will start to see accounts increase by $100-125,000. Also stating that property taxes are now flowing in and we will see an increase in that account also, but we are still doing extremely well with all bills being current. Alderman Turner asked about the PO system and the mayor stated that wasn’t going well by us being so far from the nearest part store. We are using a verbal approval and an itemization form.
Tensas Parish School Board President John Turner was not present for the meeting.
The Mayor called for a declaration of surplus property: Kubota Tractor, Utility Ford Truck, Green Crown Victoria, and a White Police Charger. The motion was rendered by Jenkins and seconded by Newton. The mayor then called for minimum amounts: $5,000 Tractor, $500 Ford Truck, $750 Green Crown Victoria, and $750 White Charger. The mayor asked the clerk to give a roll call: Yeas were unanimous.
At 2:58pm, Mayor Bottley called for a motion to adjourn. The motion was given by Jenkins and seconded by Turner.

January 2025 Minutes
Mayor Jarrod Bottley called it to order at 2:10pm.
Mr. Henry Jenkins did the invocation.
Clerk Peggy Temple called the roll with all aldermen being present and accounted for.
The agenda was approved without modifications with Jenkins offering the motion and Mrs. Newton seconding.
The transcript from the previous meeting was approved with one correction being offered by Jenkins. The motion was made by Jenkins and seconded by Mrs. Newton.
Officer Ken White gave the first responders report. Alderman Turner discussed the Texas Lane concerns with that being out of city limits.
Mayor Jarrod Bottley gave updates on projects and conventions. Pan American Engineers were not present.
The financial update was given by Clerk Temple without any concerns being raised.
TPSB John Turner was not present.
Kiley Sanders was not present.
Mrs. Glenda with LRWA was present and presented some great information on grants and assistance she us currently working with the mayor on.
Mrs. Margery Washington gave an update on the senior citizens project and the multipurpose center.
The mayor calls on Alderman Turner to give an update on the annexation letters. HE says its coming along well and need to gain a few more signatures.
The mayor gave an update on surplus vehicles saying the ad needs to run more.
The mayor introduced the 911, lead pipe, and property maintenance code ordinances.
At 409pm, the mayor called for a motion to adjourn. The motion was offered by Jenkins and seconded by Newton.
