REGULAR MEETING
February 27, 2024

The Tensas Parish Police Jury met this day in regular session convened. There were present the following officers and members to-wit:
Bubba Rushing, President
Pauline Doyle, Secretary/Treasurer
Members: Billy Joe Arceneaux, Robert Clark, Bill Sid Crigler, Clay Foster, Terrence South (absent), and Alex Watson.

Guest present were: Todd Merriett, and Kiley Sanders
There were no comments from the general public regarding the agenda item(s).
Upon a motion by Clay Foster, duly seconded by Robert Clark, it was unanimously agreed to approve the agenda as printed. Ayes have it. Motion carried.
Upon a motion by Robert Clark, duly seconded by Bill Crigler, it was unanimously agreed to approve the minutes for the Regular Meeting held on February 13, 2024. Ayes have it. Motion carried.
Upon a motion by Alex Watson, duly seconded by Bill Crigler, it was unanimously agreed to approve payment of bills as authorized by the Finance Committee. Ayes have it. Motion carried.
Upon a motion by Billy Joe Arceneaux, duly seconded by Robert Clark, it was unanimously agreed to approve materials for the Tensas Maintenance Unit. Ayes have it. Motion carried.
Presidents Report:
Bubba Rushing reported that he is waiting on Senator Jackson to get out of legislative session to set up a meeting to discuss the Capital Outlay grant on the Recreation Buildings.
Secretary/Treasurer Report:
Pauline Doyle updated the Jury on generator grants, I-Pads, and LLDG.
Parish Superintendent Report:
Todd Merriett gave a report on the roads (repairing and grading). The airport runway lights have been ordered and the LGAP tractor has been delivered and being prepped for service.
OEP Director Report:
Kiley Sanders gave a n update on the Haz-Mitigation plan for 2024, the Starlink System back up for OEC and Police Jury office, PA/IA FEMA.
Upon a motion by Bill Crigler, duly seconded by Billy Joe Arceneaux, it was agreed to approve payment to Cross Keys Bank for principal and interest on HVAC loan ($20,567.50). Roll call vote taken: Billy Joe Arceneaux-yes, Robert Clark-yes, Bill Crigler-yes, Clay Foster-yes, Bubba Rushing-yes, Terrence South-absent, Alex Watson-yes. Ayes have it. Motion carried.
Upon a motion by Bill Crigler, duly seconded by Robert Clark, it was agreed to approve payment to Tensas State Bank for interest on loan HVAC ($1615.00). Roll call vote taken: Billy Joe Arceneaux-yes, Robert Clark-yes, Bill Crigler-yes, Clay Foster-yes, Bubba Rushing-yes, Terrence South-absent, Alex Watson-yes. Ayes have it. Motion carried.
Upon a motion by Clay Foster, duly seconded by Robert Clark, it was agreed to approve the payment to LPFA for principal and interest on HVAC System ($7498.75) Courthouse System. Roll call vote taken: Billy Joe Arceneaux-yes, Robert Clark-yes, Bill Crigler-yes, Clay Foster-yes, Bubba Rushing-yes, Terrence South-absent, Alex Watson-yes. Ayes have it. Motion carried.
Upon a motion by Bill Crigler, duly seconded by Billy Joe Arceneaux, it was agreed to approve a Resolution for a Revenue Anticipation Note, Series 2024, in the amount of $340,000.00 Budgetary Loan and giving Bubba Rushing authority to execute said note. Roll call vote taken: Billy Joe Arceneaux-yes, Robert Clark-yes, Bill Crigler-yes, Clay Foster-yes, bubba Rushing-yes, Terrence South-absent, Alex Watson-yes. Ayes have it. Motion carried.
Upon a motion by Billy Joe Arceneaux, duly seconded by Clay Foster, it was unanimously agreed to cut down the cypress tree at the Judge’s office and the large tree on the library grounds. Ayes have it. Motion carried.
Upon a motion by Clay Foster, duly seconded by Bill Crigler, it was unanimously agreed to approve a request from the Town of St. Joseph concerning the Ash Street Ditch and the School House Road Ditch with Gravity Drainage assistance. Ayes have it. Motion carried.
Upon a motion by Bill Crigler, duly seconded by Alex Watson, it was unanimously agreed to approve a Proclamation honoring Mr. W.T. Winston as the oldest citizen of the Parish. Ayes have it. Motion carried.
PROCLAMATION OF APPRECIATION
WHEREAS, the Tensas Parish Police Jury adopted a Proclamation of Acknowledgement and Appreciation for Mr. W. T Winston. during their Regular Session held on the 27th day of February 2024, and
WHEREAS, Mr. W. T. Winston has faithfully resided in Tensas Parish for 102 years on March 22, 2024.
LET IT BE RESOLVED THAT Mr. W. T. Winston has been an asset to our community and served our parish and country with outstanding virtues throughout the years he has resided in Tensas Parish.
NOW THEREFORE, BE IT RESOLVED that this Body herewith expresses its admiration and appreciation for his one hundred and two years of faithful service to our parish, and
BE IT FURTHER RESOLVED that the original of this Proclamation is to be tendered to Mr. W. T. Winston as an expression of the Tensas Parish Police Jury’s sincerest thankfulness, and
ALSO, BE IT FURTHER RESOLVED that this Proclamation be made a permanent part of the archives of the Tensas Parish Police Jury by incorporating the same in the minutes of this meeting.
