FROM A TOWN TO A VILLAGE
AN ORDINANCE REFLECTING THE CHANGE IN CLASSIFICATION FROM A TOWN TO A VILLAGE ORDERED BY GOVERNOR, JOHN BEL EDWARDS, THROUGH PROCLAMATION #256 JBE 2023

ON JUNE 14TH, 2024 WHEREAS, Louisiana Revised Statute 33:341 describes a municipality with under 1000 inhabitants as a village; and
WHEREAS, The results of the 2022 Census show the population of the Newellton Municipality to be 896 people; and
WHEREAS, The Mayor and governing Body of Newellton sent a Resolution requesting to change classification from “Town” to “Village” to the governor in accordance with La. R.S. 33:342; and
WHEREAS The Governor, through Proclamation #223 JBE 2023, issued January 4th, 2024, has reclassified Newellton from a Town to a Village.
NOW THEREFORE, BE IT ORDAINED, by the Board of Aldermen of the Village of Newellton, State of Louisiana having proposed this reclassification through the Governor, John Bel Edwards, and following his order and instruction received through Proclamation #223 JBE 2023, do hereby adopt Ordinance #2023_2, changing, “Town of Newellton” to “Village of Newellton” after having been read, voted on, and adopted at this regular meeting of the Mayor and Board of Aldermen, on this day June 14th 2024, at the Village hall in Newellton, Tensas Parish, Louisiana.
Effective Date for the Ordinance shall be today, June 14th 2024
The above Ordainace, adopted by a vote with the following results:

TENSAS PARISH POLICE JURY
REGULAR MEETING
June 11, 2024
10:00 AM
The Tensas Parish Police Jury met this day in regular session convened. There were present the following officers and members to-wit:
Bubba Rushing, President
Pauline Doyle, Secretary/Treasurer
Members: Billy Joe Arceneaux, Robert Clark, Bill Sid Crigler, Clay Foster, Terrence South, and Alex Watson.
Kiley Sanders, Invocation
Terrence South, Pledge of Allegiance
Guest present were: Todd Merriett, Thelma Bradford, Hyram Copeland, Joel Eldridge, Angie Hitt, Danny Posey, Dylan Hall, Emily Newby, Matt Alexander, John Roach, Ron Wilhite, and Kiley Sanders
There were no comments from the general public regarding the agenda item(s).
Upon a motion by Bill Crigler, duly seconded by Clay Foster, it was unanimously agreed to approve the agenda as printed. Ayes have it. Motion carried.
Upon a motion by Billy Joe Arceneaux, duly seconded by Clay Foster, it was unanimously agreed to approve the minutes for the Regular Meeting held on May 28, 2024. Ayes have it. Motion carried.
Upon a motion by Alex Watson, duly seconded by Bill Crigler, it was unanimously agreed to approve payment of bills as authorized by the Finance Committee. Ayes have it. Motion carried.
Presidents Report:
Bubba Rushing reported the Courthouse was cleaned by Klean King. No mold was found.
Secretary/Treasurer Report:
Pauline Doyle reported Park construction contract has been signed and construction should begin the first week in July.
Parish Superintendent Report:
Todd Merriett reported the 308 and the John Deere 250G excavator is now repaired, Grading roads, grass cutting, and culvert replacement is scheduled throughout the parish.
OEP Director Report:
Kiley Sanders reported a status update on application for generators has been requested and the rave and smart 911 will be pushed hopefully for the week of July Fourth.
Upon a motion by Bill Crigler, duly seconded by Alex Watson, it was unanimously agreed to approve the Budget vs. Actual financial reports for the period ending May 31, 2024. Ayes have it. Motion carried.
Upon a motion by Robert Clark, duly seconded by Billy Joe Arceneaux, it was unanimously agreed to approve the absence of Bill Crigler and Terrence South from the regular meeting held on May 28, 2024. Ayes have it. Motion carried.
Upon a motion by Bill Crigler, duly seconded by Terrence South, it was unanimously agreed to allow Emily Newby with ULM to address the Jury. Ayes have it. Motion Carried.
Upon a motion by Bill Crigler, duly seconded by Terrence South, it was unanimously agreed to allow ULM to install a weather station at the Tensas Airport pending approval of our engineer with the placement of the weather station. Ayes have it. Motion carried.
Upon a motion by Billy Joe Arceneaux, duly seconded by Terrence South, it was agreed to approve the renewal of the contract with Northeast Louisiana Ambulance Service. Roll call vote taken: Billy Joe Arceneaux-yes, Robert Clark-yes, Bill Crigler-yes, Clay Foster-yes, Terrence South-yes, Alex Watson-yes. Ayes have it. Motion carried.
Upon a motion by Bill Crigler, duly seconded by Clay Foster, it was unanimously agreed to approve the bid from TLS Tree Service to cut down, grind stump, and haul off the oak tree at the Tensas Library. Ayes have it. Motion carried.
Upon a motion by Bill Crigler, duly seconded by Terrence South, it was unanimously agreed to approve the bid from Have Faith Tree Service to cut down and haul off the oak tree at the Tensas Parish Sheriff/Jail building. Ayes have it. Motion carried.
Upon a motion by Terrence South, duly seconded by Billy Joe Arceneaux, it was unanimously agreed to adjourn the meeting. Ayes have it. Motion carried.

Public Notice
The Town of Waterproof is accepting bidding to make repairs to the interior and exterior of the bank building at 275 Main Street, Waterproof. The building can be viewed Monday-Thursday from 8am-4pm.
