REGULAR MEETING

The Tensas Parish Police Jury met this day in regular session convened. There were present the following officers and members to-wit:
Bubba Rushing, President
Pauline Doyle, Secretary/Treasurer
Members: Billy Joe Arceneaux, Robert Clark, Bill Sid Crigler, Clay Foster, Terrence South, and Alex Watson.
Todd Merriett, Invocation
Terrence South, Pledge of Allegiance
Guest present were: Todd Merriett, Thelma Bradford, and Desmond Ford.
There were no comments from the general public regarding the agenda item(s).
Upon a motion by Terrence South, duly seconded by Billy Joe Arceneaux, it was agreed to add Item #13-A and correct #14 to read Finance in lieu of Personnel. Roll call vote taken: Billy Joe Arceneaux-yes, Robert Clark-yes, Bill Crigler-yes, Clay Foster-yes, Bubba Rushing-yes, Terrence South-yes, Alex Watson-yes. Ayes have it. Motion carried.
Upon a motion by Terrence South, duly seconded by Bill Crigler, it was unanimously agreed to approve the agenda as printed with the corrections listed above. Ayes have it. Motion carried.
Upon a motion by Robert Clark, duly seconded by Bill Crigler, it was unanimously agreed to approve the minutes for the Regular Meeting held on June 11, 2024. Ayes have it. Motion carried.
Upon a motion by Alex Watson, duly seconded by Bill Crigler, it was unanimously agreed to approve payment of bills as authorized by the Finance Committee. Ayes have it. Motion carried.
Presidents Report:
Bubba Rushing reported that several water leaks at the Courthouse has been repaired.
Secretary/Treasurer Report:
Pauline Doyle updated the Jury on park construction and the police jury audit.
Parish Superintendent Report:
Todd Merriett updated the Jury on grass cutting, cold mix request, airport lighting, road grading and culvert replacements.
OEP Director Report:
Kiley Sanders reported a status update on Rave and Smart 911 sign up.
Upon a motion by Terrence South, duly seconded by Robert Clark, it was unanimously agreed to approve materials for the Tensas Parish Maintenance Unit. Ayes have it. Motion carried.
Upon a motion by Robert Clark, duly seconded by Bill Crigler, it was unanimously agreed to approve the purchase of a new computer for the Tensas Parish Coroner’s Office. Ayes have it. Motion carried.
Upon a motion by Robert Clark, duly seconded by Clay Foster, it was unanimously agreed to approve a request from the Town of St. Joseph. Ayes have it. Motion carried.
Upon a motion by Terrence South, duly seconded by Bill Crigler, it was unanimously agreed to exit regular session and enter into executive session. Ayes have it. Motion carried.
Upon a motion by Bill Crigler, duly seconded by Robert Clark, it was unanimously agreed to exit executive session and re-enter regular session. Ayes have it. Motion carried.
Upon a motion by Bill Crigler, duly seconded by Billy Joe Arceneaux, it was unanimously agreed to hire Employee #1 and #2 at $12.00 per hour for a ninety-day probation period. Ayes have it. Motion carried.
Upon a motion by Terrence South, duly seconded by Billy Joe Arceneaux, it was unanimously agreed to adjourn the meeting. Ayes have it. Motion carried.

Public Notice
The Town of St. Joseph will hold a public hearing on August 12, 2024, at 6:00 P.M. at the St. Joseph Community House in Saint Joseph to make available the proposed enterprise and general fund budgets for the fiscal year beginning on June 30, 2024, and ending on June 30, 2025. This public hearing is authorized under Louisiana R.S. 39:1307 where public notice is given for a public hearing at least ten days before a scheduled meeting through official publication. RS 39:1307 as it appears in its entirety is shown below.
§1307. Public participation
1307. Public participation
A. Political subdivisions with total proposed expenditures of five hundred thousand dollars or more from the general fund and any special revenue funds in a fiscal year or other similar budgetary period shall afford the public an opportunity to participate in the budgetary process prior to adoption of the budget.
B. Upon completion of the proposed budget and, if applicable, its submission to the governing authority, the political subdivision shall cause to be published a notice stating that the proposed budget is available for public inspection. The notice shall also state that a public hearing on the proposed budget shall be held with the date, time, and place of the hearing specified in the notice. The notice shall be published at least ten days prior to the date of the first public hearing. Where applicable, publication shall be in the official journal of the political subdivision. Where there is no requirement that the political subdivision have an official journal, publication shall be in the official journal of the governing authority of the parish in which the political subdivision is located. In cases where the political subdivision is located within the boundaries of more than one parish, publication shall be in the official journal of the governing authority of each parish.
C. No proposed budget shall be considered for adoption or otherwise finalized until at least one public hearing has been conducted on the proposal. Nothing herein shall prohibit one or more political subdivisions from conducting joint public hearings.
D. The political subdivision shall certify completion of all action required by this Section by publishing a notice in the same manner as is herein provided for the notice of availability of the proposed budget and public hearing.

Public Notice
The Town of St. Joseph will hold a public hearing on August 12, 2024 at 6:15 P.M. at the St. Joseph Community House in St. Joseph, Louisiana, for the adoption of proposed ordinance 24-4-0722, in which the Town of St. Joseph is prepared to adopt as ordinance, with collaboration with IBTS, the International Property and Maintenance Code for the regulation of properties within the Town limits.
