Notice is hereby given that I have completed the listings of all real and personal property in the Parish of Tensas and have estimated the values thereon, and that said listings will be exposed in my office at the Tensas Parish Courthouse, 201 Hancock Street, St. Joseph, Louisiana, during regular office hours (Monday – Friday 8:30 a.m. – 4:00 p.m.), for public inspection and possible correction, for a period of 15 calendar days beginning August 15, 2024 – August 29, 2024. Any taxpayer, desiring to examine his assessment, is requested to contact my office during the said 15 day period.

REGULAR MEETING
JUNE 12, 2024
CALL TO ORDER: On June 12,2024 at 5:30pm the board members met in regular session for their monthly village meeting. Those present were Jacquelin Hankins, Mattie Sampson, Ben Britton, Deborah Parson, and Mayor Timothy Turner. Patricia Washington was absent. Also, present was Chief Desmond Ford, Odessa Chase, Jacqueline Ford, Elijah Washington, Michael Kelly, Isaac Brooks, Roy Chase, and Sharon Britton.
PRAYER: There being a quorum present Ben Britton opened the meeting with a prayer at 5:36pm.
MINUTES: On a motion by Jacquelin Hankins seconded by mattie Sampson and unanimously carried the minutes were approved.
BILLS: On a motion by Jacquelin Hankins seconded by Mattie Sampson and unanimously carried the bills were approved for payment.
PUBLIC COMMENTS
GARBAGE& LIMB RATES: On a motion by Mattie Sampson seconded by Ben Britton and unanimously carried the rate for limbs and garbage combined was approved to be reflected on the bills as one charge under garbage as one flat rate of $25.00.
YEARLY BUDGET & ADVISED BUDGET: On a motion by Mattie Sampson seconded by Deborah Parson and unanimously carried the budgets were accepted and approved.
MONTHLY FINANCIAL STATEMENTS: The Financial statement for the month of May 2024 was presented to the board members for review. On a motion by Jacquelin Hankins seconded by Ben Britton and unanimously carried the financial statements where accepted and approved.
EXECUTIVE SESSION: On a motion by Ben Britton seconded by Deborah Parson and unanimously carried the board members went out of regular session into executive session. On a motion by Mattie Sampson seconded by Deborah Parson the board members went out of executive session back into regular session.
Action Taken: None
ADJOURN: On a motion by Deborah Parson seconded by Ben Britton and unanimously carried the meeting was adjourned.

REGULAR MEETING
JULY 17, 2024
CALL TO ORDER: On June 17, 2024 at 10am the board members met in regular session for their monthly town meeting. Those present were Jacquelin Hankins, Mattie Sampson, and Deborah Parson. Also present was Mayor Timothy Turner, and Patricia Washington, Ben Britton was absent.
PRAYER: There being a quorum present Jacquelin Hankins opened the meeting with a prayer at 10:08 a.m.
MINUTES: On a motion by Jacquelin Hankins seconded by Mattie Sampson and unanimously carried the minutes were approved.
BILLS: On a motion by Jacquelin Hankins seconded by Deborah Parson and unanimously carried the bills were approved for payment.
PUBLIC COMMENTS
MONTHLY FINANCIAL STATEMENTS: The Financial statement for June 30, 2024 were presented to the board members for review. On a motion by Jacquelin Hankins seconded by Deborah Parson and unanimously carried the financial statements where accepted and approved.
RESIDENTIAL / COMMERCIAL GAS & WATER RATES: The village current flat rate for gas is $13.00. On a motion by Mattie Sampson seconded by Deborah Parson and unanimously carried. The board members voted to increase the gas rate to $35.00 per customer per month for the bills for August 2024 and the rates will be adjusted monthly based upon gas costs moving forward.
On a motion by Deborah Parson seconded by Jacquelin Hankins and unanimously carried. The additional thousand gallons or fraction thereof for residential water rate will be increased to $15.00 per customer per month and the commercial rates will be increased to $20.00 effective for the August 2024 billing period.
EXECUTIVE SESSION: On a motion by Jacquelin Hankins seconded by Deborah Parson and unanimously carried the board members went out of regular session into executive session. On a motion by Jacquelin Hankins seconded by Deborah Parson the board members went out of executive session back into regular session.
Action Taken: The board members had been advised by the auditors that an additional cut of salaries for the village was needed. On a motion by Mattie Sampson seconded by Deborah parson and unanimously carried 3 employees were terminated effective July 22, 2024.
ADJOURN: On a motion by Deborah Parson seconded by Mattie Sampson and unanimously carried the meeting was adjourned.

Regular Meeting Minutes
Myrtle Grove Baptist Church Annex
A. Call to Order was pronounced at 5:16pm by Mayor Jarrod Bottley.
B. The Invocation was rendered by Alderman Henry Jenkins.
C. The Quorum Validation was done by Clerk Peggy Temple with all council members being present and accounted for. Others present were: Willie Battle, Annie Bell Robinson, John Turner, Patricia Bottley, Edward Bottley, Rochelle Edwards, Michelle Edwards, Tara Brown, Arlone Brown, Jessica Holmes, Candace Jackson, Catrina Bethel, Dorothy Clark, Louise Bethel, Henrietta Ferrington, Rose Turner, Jerry Bottley, Debbie Bottley, Helen Temple, Peggy Temple, Cody Faulkner, Jennifer Jackson, Robert Clark, Bubba Rushing, Rob Rushing, Mary Nell Rushing, Brenda Mize, Lula Huff, McCain Rushing, John Robain, Tommy Robain, Gwen Robain, Johnny Hendricks, Michael Clark, Kelcie Pleasant, and Mary Soto.
D. The mayor called for the agenda to be modified or approved. Alderman Archie Turner motioned for the agenda to be approved without modifications and Alderwoman Ruby Newton seconded.
E. The mayor called for the transcript approval of the previous meeting minutes. The motion was made by Alderman Henry Jenkins with Alderwoman Ruby Newton second.
F. The First Responders Report was given by Chief Kelcie Pleasant.
G. The Financial update and discussions were made by Clerk Temple without any questions from the council. Henry Jenkins confirmed he went over financials in the office, as usual, a week prior.
H. Pan American Engineers didn’t have an update. Mr. Lewis was not present.
I. Mayor Bottley gave an update on the projects and grants.
J. Mayor Bottley presented, along with the council, resolutions to the Waterproof Matriarchs 90+ years of age: Louise Bethel, Christina Johnson, Annabelle Jackson, Rose Turner, and Henrietta Ferrington.
K. Diverse speeches were given concerning the matriarchs: TPPJ President Bubba Rushing, Sheriff Rob Rushing, TPPJ Vice President Robert Clark, Edward Bottley, TPSB President John Turner, Alderman Henry Jenkins, Michael Clark, and Tara Brown.
L. Each of the matriarchs spoke: Rose Turner, Henrietta Ferrington, and Louise Bethel.
M. At 6:14pm the mayor called for a motion to adjourn. Motion was granted by Archie Turner and seconded by Henry Jenkins.

Regular Meeting Minutes
Town Hall Meeting Room
A. Call to Order was pronounced at 509pm by Mayor Jarrod Bottley.
B. The Invocation was rendered by Deacon John Turner.
C. The Quorum Validation was done by Clerk Peggy Temple with all council members being present and accounted for.
D. The mayor called for the agenda to be modified or approved. Alderman Henry Jenkins approved without modifications and Newton seconded.
E. The mayor called for the transcript approval of the previous meeting minutes with a correction being that Reverend Michael Cox did the invocation. Jenkins made the motion with the necessary correction and Newton seconded.
F. The First Responders Report was given by Interim Chief Kelcie Pleasant reporting 287 citations. There were no additional questions for the police department.
G. Reports on Conferences, Projects, Grants: Emmanuel Lewis of Pan American gave reports on various projects and the mayor gave an update on upcoming conventions and trainings.
H. The Financial update and discussions were made by Clerk Temple without any questions from the council. Henry Jenkins confirmed he went over financials in the office, as usual, a week prior.
I. Robert Clark, TPPJ, was not present.
J. Tensas School Board President John Turner gave some information points on the summer school events.
K. Carr Hammond of Silas Simmons was present and gave a detailed account of the previous fiscal year. He detailed accounts, liabilities, revenues, expenditures, grants, and citing. He quoted that all was well, and the town was in a good position. He went through the five citing statements and made discussions with the mayor because most of them would be clear before the next audit.
L. The mayor called for a motion to enter a public hearing to discuss the 24/25 fiscal year budget. Motion was made by Jenkins and seconded by Turner.
M. The mayor went over line items and whether they had increased or decreased. He also gave tips from Michelle Ferguson and Carr Hammond. Discussions were made.
N. The mayor called for a motion to exit the public hearing. Turner made the motion and Jenkins seconded.
O. The mayor made the recommendation for the FY 24/25 budget he presented to be approved. The motion was made by Jenkins and seconded by Turner.
P. The clerk did a roll call with yeas being unanimous.
Q. Alderwoman Ruby Newton made discussions about the repairs to the bank building interior. She also encouraged citizens to sign up for the committee to assist with such. The mayor informed the citizens that the bids were now open, and the newspaper is advertising such.
R. Alderman Archie Turner, Jr was on to discuss Church Lane speed limit. However, due to discussions that preceded it, he retracted and said it was ok.
S. Alderman Henry Jenkins was on to discuss the overgrowth and made mention that we would address this heavily since the town now owned their own dozer and would do the work ourselves.
T. At 7:21pm, the mayor called for a motion to adjourn. The motion was offered by Turner and seconded by Jenkins.

BIDS WILL BE OPENED WEDNESDAY, AUGUST 3, 2024, AND YOU WILL BE NOTIFIED. Bid must include the description of the vehicle, amount of bid, your name and phone number and in a sealed envelope with SEALED BID written on the front. Vehicle SOLD AS IS!
