Notice is hereby given that I have completed the listings of all real and personal property in the Parish of Tensas and have estimated the values thereon, and that said listings will be exposed in my office at the Tensas Parish Courthouse, 201 Hancock Street, St. Joseph, Louisiana, during regular office hours (Monday – Friday 8:30 a.m. – 4:00 p.m.), for public inspection and possible correction, for a period of 15 calendar days beginning August 15, 2024 – August 29, 2024. Any taxpayer, desiring to examine his assessment, is requested to contact my office during the said 15 day period.

Regular Meeting Minutes
Town Hall Meeting Room
A. Call to Order was pronounced at 504pm by Mayor Jarrod Bottley.
B. The Invocation was rendered by Henry Jenkins.
C. The Quorum Validation was done by Clerk Peggy Temple with all council members being present, except Archie Turner, Jr.
D. The mayor called for the agenda to be modified by adding the Hazard Mitigation Plan. Alderman Henry Jenkins approved with modifications and Newton seconded.
E. The mayor called for the transcript approval of the previous meeting minutes. Jenkins made the motion with the necessary correction and Newton seconded.
F. The First Responders Report was given by Interim Chief Kelcie Pleasant reporting 254 citations. There were no additional questions for the police department. (Archie Turner, Jr entered the meeting.)
G. Reports on Conferences, Projects, Grants: Emmanuel Lewis of Pan American gave reports on various projects and the mayor gave an update on upcoming conventions and trainings. LGAP (tractor and police unit), CWEF (elevated tower and isolated valves), LCDBG ($1M sewer rehabilitation), LLOP (walking trail), sewer repairs to two spots, bids on bank building, LMA convention in Bossier City, LMSA, Kelcie attending a chief’s course in Alexandria, LRWA convention in Lake Charles.
H. The Financial update and discussions were made by Clerk Temple a few questions from the council for clarification on AutoZone and Budget Build. Henry Jenkins confirmed he went over financials in the office, as usual, a prior to meeting.
I. Robert Clark, TPPJ, was not present.
J. Tensas School Board President John Turner was not present.
K. The mayor called for a motion to enter a public hearing to discuss the LRWA Rate Analysis. Motion was made by Turner and seconded by Jenkins.
L. The mayor went over the LRWA suggested rates. Discussions were made.
M. The mayor called for a motion to exit the public hearing. Jenkins made the motion and Turner seconded.
N. The mayor made the recommendation for the LRWA rates to be approved without modifications. The motion was made by Jenkins and seconded by Turner.
O. The clerk did a roll call with yeas being unanimous.
P. The mayor read the Hazard Mitigation Plan resolution in its entirety. The motion was made by Jenkins and seconded by Turner.
Q. At 6:06pm, the mayor called for a motion to adjourn. The motion was offered by Turner and seconded by Jenkins.

The Tensas Parish Police Jury met this day in regular session convened. There were present the following officers and members to-wit:

Upon a motion by Robert Clark, duly seconded by Billy Joe Arceneaux, it was unanimously agreed to approve the minutes for the Regular Meeting held on June 25, 2024. Ayes have it. Motion carried.
Upon a motion by Alex Watson, duly seconded by Robert Clark, it was unanimously agreed to approve payment of bills as authorized by the Finance Committee. Ayes have it. Motion carried.
Upon a motion by Alex Watson, duly seconded by Terrence South, it was unanimously agreed to approve the Budget vs. Actual Financial Statements for the period ending June 30, 2024. Ayes have it. Motion carried.

Upon a motion by Terrence South, duly seconded by Robert Clark, it was unanimously agreed to allow Mr. Khwaja Ali address the Jury. Ayes have it. Motion carried.
Upon a motion by Billy Joe Arceneaux, duly seconded by Terrence South, it was unanimously agreed to approve materials for the Tensas Parish Maintenance Unit. Ayes have it. Motion carried.
Upon a motion by Terrence South, duly seconded by Alex Watson, it was unanimously agreed to allow John Hogue, Public Defender, address the Jury. Ayes have it. Motion carried.
Upon a motion by Terrence South, duly seconded by Billy Joe Arceneaux, it was unanimously agreed to declare the 2006 GMC Yukon surplus property and put it up for bid. Ayes have it. Motion carried.
Upon a motion by Terrence South, duly seconded by Robert Clark, it was unanimously agreed to adopt a Resolution for the 2024 Tensas Parish Multi-Jurisdictional Hazard Mitigation Plan. Ayes have it. Motion carried.
The following Resolution was offered by Terrence South and seconded by Robert Clark, with none opposed:
Resolution Adopting the 2024 Tensas Parish Multi-Jurisdictional Hazard Mitigation Plan in Accordance with the Disaster Mitigation Act of 2000
WHEREAS, the Tensas Parish Police Jury/Office of Homeland Security recognizes the threat that natural hazards pose to people and property within Tensas Parish; and
WHEREAS, the Tensas Parish has prepared a multi-hazard mitigation plan, hereby known as the 2024 Tensas Parish Multi-Jurisdictional Hazard Mitigation Plan in accordance with the Disaster Mitigation Act of 2000; and
WHEREAS, the 2024 Tensas Parish Multi-Jurisdictional Hazard Mitigation Plan identifies mitigation goals and actions to reduce or eliminate long-term risk to people and property in Tensas Parish from the impacts of future hazards and disasters; and
WHEREAS, adoption by the Tensas Parish Police Jury demonstrates their commitment to the hazard mitigation and achieving the goals outlined in the 2024 Tensas Parish Multi-Jurisdictional Hazard Mitigation Plan; and
NOW THEREFORE, BE IT RESOLVED, that the Tensas Parish Police Jury, St. Joseph, Louisiana, hereby adopts the 2024 Tensas Parish Multi-Jurisdictional Hazard Mitigation Plan; and
THUS DONE, SIGNED AND ADOPTED this 9th day of July, 2024, at St. Joseph, Louisiana.

Upon a motion by Billy Joe Arceneaux, duly seconded by Clay Foster, it was unanimously agreed to set a Public Hearing on September 3, 2024 at 10:00 AM to roll the millages forward for 2024 tax rolls. Ayes have it. Motion carried.
Upon a motion by Clay Foster, duly seconded by Terrence South, it was unanimously agreed to putting up a chain length fence on the west side of the Recreation Park in Newellton and to pay with said fence with ARPA funds. Ayes have it. Motion carried.
Secretary/Treasurer Report: Pauline gave an update on the Love Louisiana Outdoors Project – Ground Breaking Ceremony will be held on Thursday July 18th at 1:00 pm.
